City Council Regular Meeting Minutes
January 22, 2019
Page 5
Mayor Faust stated that would take the focus away from the Council who need to set the
priorities and appropriate the monies. He would have no problem calling it the Parks and
Environmental Commission. It would be confusing to the public. There needs to be more
separation.
Councilmember Jenson stated Council is actively participating in the GreenStep program as level
five. The Council is very committed to that program along with the GreenCorp program. He
asked how those two programs would align with the changes Ms. Jordahl - Redlin is proposing.
Ms. Jordahl - Redlin stated it would all work together. The Parks Commission supports the
GreenCorp program and if a staff person were not present, the Commission could fill in the gaps.
Councilmember Jenson asked if the current membership could not support the 2019 Work Plan
for the Parks Commission.
li
Councilmember Stille stated the Council has acknowledged there are no major parks being
renovated within the City at this time. It is a good discussion point. He referred to item L, noting
it may take some time to wordsmith the wording.

Councilmember Randle asked who would select the non - voting member. It was noted the Parks
Commission recommended the community group would select the member.

Mayor Faust stated he does not feel a school board member or an outside liaison from another
outside organization should be part of the Parks Commission. He suggested he could accept
Parks and Environmental Commission but not include Sustainability. He does not know the
process that should be followed at this point.

City Manager Casey recommended that he and Councilmember Randle work with the Parks
Commission and come back to Council with another draft.

Councilmembers Gray and Stille agreed that one school district member is enough on the Parks
Commission.

The consensus of the Council was to table consideration of the Parks Commission's
recommendations regarding changes to Chapters 32.20 to 32.39 Parks Commission.

C. Parks Commission Work Plan.

Parks Commission Jordahl- Redlin reviewed the proposed 2019 St. Anthony Parks Commission
Work Plan. She suggested removing the Sustainability line from the Work Plan.

Councilmember Stille stated at the work session, there was discussion about turf in some of the
parks.

Mayor Faust suggested holding off approval of the 2019 Work Plan at this time.

Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve the 2019 St.
Anthony Parks Commission Work Plan as amended.
