Resolution 19 -026; a Resolution Approving 3.2 On Sale Malt Liquor license for <br />2 National Grill located at 2201 St. Anthony Blvd. <br />3 <br />4 City Manager Casey stated in front of Council this evening is a resolution to approve a 3.2 On <br />5 Sale License for National Grill located at 2201 St. Anthony Blvd. This is a new business that will <br />6 be providing food and beverage service at Gross Golf Course in the Clubhouse. Staff has <br />7 completed background checks on the new business owner and staff is recommending approving <br />8 the 3.2 On Sale License. <br />9 <br />10 Councilmember Jenson asked if this was just a new supplier within Gross Golf Course replacing <br />11 the last supplier who already had a liquor license. <br />12 <br />13. City Manager Casey stated that was correct and noted that liquor licenses are not transferrable. <br />14 <br />15 Councilmember Randle asked why this is for a 3.2 license. <br />16 <br />17 City Manager Casey explained with the way the City code is written, you cannot have a full <br />18 liquor license except for in the commercial district. <br />19 <br />20 Wylie Wong, GC Ventures, 2201 St. Anthony Parkway, asked if the Council had any questions <br />21 for him. He indicated they do plan to apply for a code text amendment in order to allow full <br />22 liquor sales at a future date. <br />23 <br />24 Motion by Councilmember Gray, seconded by Councilmember Randle, to approve Resolution <br />25 19 -026; a Resolution approving 3.2 On Sale Malt Liquor License for National Grill located at <br />26 2201 St. Anthony Blvd. <br />27 <br />28 Motion carried 5 -0. <br />29 <br />30 B. St. Anthony Police Department Annual Report. <br />31 <br />32 Police Chief Jon Mangseth presented to the City Council a high -level overview of the 2018 St. <br />33 Anthony Police Department Annual Report. Included in the presentation were Department <br />34 Summary, St. Anthony Part I Crimes, St. Anthony Part II Crimes, Calls for Service, Patrol <br />35 Review, Investigation Review, Education Summary, Police Reserves, Social Media, Community <br />36 Engagement, Body Worn Camera Program, Progress Report, What's on Deck, and how residents <br />37 can Stay Connected. Chief Mangseth noted that the complete report can be viewed on the City <br />38 website at www.savmn.com and encouraged residents to sign up for push notifications and stay <br />39 connected to the Department. Chief Mangseth stated that the officers in the City have big <br />40 hearts and a service mindset and endeavor to serve to the best of their ability. <br />41 <br />42 Councilmember Gray asked if the 2,237 hours of training for just for 2018. <br />43 <br />44 Chief Mangseth confirmed those hours did reflect the training in just 2018. He gave some <br />45 examples of the types of training such as partner training with procedural justice and fair and <br />46 impartial policing. <br />
