City Council Regular Meeting Minutes <br />April 9, 2019 <br />Page 6 <br /> <br />Councilmember Gray stated that the Public Works Department has done a great job with 1 <br />snowplowing. He stated that he loves getting comments from people that don’t live in the City 2 <br />but drive through and say what a nice City it is. He stated that this sentiment speaks to Public 3 <br />Works Director Hartman’s leadership and the people in his department. 4 <br /> 5 <br />Councilmember Stille stated that he would like to touch on the watermain break that he had 6 <br />covered in his report. He stated that earlier the Council amended the 2020 feasibility report to 7 <br />include a street project. He noted that according to Public Works Director Hartman’s data, there 8 <br />were 17 watermain breaks in 2008 and those numbers have been gradually coming down since 9 <br />then. He stated that if the City had not been as diligent in its street reconstruction projects, those 10 <br />numbers would be higher because the issues wouldn’t have been addressed. 11 <br /> 12 <br />Public Works Director Hartman noted that there has been a slow decline in these types of events 13 <br />since the road reconstruction program was started in 1997. 14 <br /> 15 <br />Councilmember Jenson stated that Public Works Director Hartman had mentioned that he had 16 <br />held his head count for staffing at the same level for the last 20 years, which is amazing. He 17 <br />stated that this is a sign of a good organization with a good operating system. 18 <br /> 19 <br />Mayor Faust stated that appreciates the Public Works Department keeping on top of the street 20 <br />sweeping in order to keep the dirt, oil and salt out of the water. Mayor Faust stated that he 21 <br />agreed with Councilmember Stille’s comments regarding why the City looked at watermains 22 <br />alongside the street reconstruction projects. He stated that most people just look at the surface 23 <br />and of the street and not at all the things that need to happen below the surface. He stated that it 24 <br />has been an exasperating winter but the Public Works Department has done a tremendous job 25 <br />doing what needs to be done and is part of the big picture of how we service the community. 26 <br />Mayor Faust asked Public Works Director Hartman to extend his appreciation as both a resident 27 <br />and a mayor to the department for how well and how cheerfully they do their job. 28 <br /> 29 <br />E. Ordinance 2019-02; an Ordinance Amending the Parks Commission Purpose, 30 <br />Membership, Powers and Duties. 31 <br /> 32 <br />City Manager Casey stated this is the second of three readings for the proposed changes to 33 <br />Sections 32.20, 32.21 and 32.25 of the Parks Commission Ordinance related to Purpose, 34 <br />Membership Powers and Duties. He noted that one of the proposed changes is to change the 35 <br />name from the Park Commission to the Parks and Environmental Commission; 36 <br /> 37 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve second 38 <br />reading of Ordinance 2019-02; an Ordinance Amending Sections 32.20, 32.21, and 32.25 Parks 39 <br />Commission. 40 <br /> 41 <br />Motion carried 5-0. 42 <br /> 43 <br />F.
