City Council Regular Meeting Minutes <br />April 9, 2019 <br />Page 6 <br />1 Councilmember Gray stated that the Public Works Department has done a great job with <br />2 snowplowing. He stated that he loves getting comments from people that don't live in the City <br />3 but drive through and say what a nice City it is. He stated that this sentiment speaks to Public <br />4 Works Director Hartman's leadership and the people in his department. <br />5 <br />6 Councilmember Stille stated that he would like to touch on the watermain break that he had <br />7 covered in his report. He stated that earlier the Council amended the 2020 feasibility report to <br />8 include a street project. He noted that according to Public Works Director Hartman's data, there <br />9 were 17 watermain breaks in 2008 and those numbers have been gradually coming down since <br />10 then. He stated that if the City had not been as diligent in its street reconstruction projects, those <br />11 numbers would be higher because the issues wouldn't have been addressed. <br />12 <br />13 Public Works Director Hartman noted that there has been a slow decline in these types of events <br />14 since the road reconstruction program was started in 1997. <br />15 <br />16 Councilmember Jenson stated that Public Works Director Hartman had mentioned that he had <br />17 held his head count for staffing at the same level for the last 20 years, which is amazing. He <br />18 stated that this is a sign of a good organization with a good operating system. <br />19 <br />20 Mayor Faust stated that appreciates the Public Works Department keeping on top of the street <br />21 sweeping in order to keep the dirt, oil and salt out of the water. Mayor Faust stated that he <br />22 agreed with Councilmember Stille's comments regarding why the City looked at watermains <br />23 alongside the street reconstruction projects. He stated that most people just look at the surface <br />24 and of the street and not at all the things that need to happen below the surface. He stated that it <br />25 has been an exasperating winter but the Public Works Department has done a tremendous job <br />26 doing what needs to be done and is part of the big picture of how we service the community. <br />27 Mayor Faust asked Public Works Director Hartman to extend his appreciation as both a resident <br />28 and a mayor to the department for how well and how cheerfully they do their job. <br />29 <br />30 E. Ordinance 2019 -02; an Ordinance Amending the Parks Commission Purpose., <br />31 Membership, Powers and Duties. <br />32 <br />33 City Manager Casey stated this is the second of three readings for the proposed changes to <br />34 Sections 32.20, 32.21 and 32.25 of the Parks Commission Ordinance related to Purpose, <br />35 Membership Powers and Duties. He noted that one of the proposed changes is to change the <br />36 name from the Park Commission to the Parks and Environmental Commission; <br />37 <br />38 Motion by Councilmember Stifle, seconded by Councilmember Jenson, to approve second <br />39 reading of Ordinance 2019 -02; an Ordinance Amending Sections 32.20, 32.21, and 32.25 Parks <br />40 Commission. <br />41 <br />42 Motion carried 5 -0. <br />43 <br />44 F. Ordinance 2019 -03; an Ordinance Adding Chapter 98 Small Wireless Facilities. <br />45 <br />
