Parks Commission Meeting Minutes <br />November 8, 2004 <br />Page 2 <br />1 seed after the hockey boards were installed. He explained that most of the problems along the trails in <br />2 some areas is due to bad soil that does get very compacted. Public Works Director Hartman stated that <br />3 at this point this becomes a part of the regular park maintenance process adding that staff would monitor <br />4 the areas and maintain as needed. <br />5 <br />6 Commissioner Ganley asked if there were any issues with bad grass along the trail edges. Mr. Koechlien <br />7 stated that they did not find any bad areas during the walkthrough. Public Works Director Hartman <br />8 stated that this becomes a maintenance issue that would be addressed jointly by City and High School <br />9 staff and reviewed the process with the Commission. <br />10 <br />11 Vice Chair Koehntop noted that a few trees were re -planted the Saturday before the grand opening and <br />12 asked if they were part of the total count for replaced trees. Mr. Koechlien stated that several of the trees <br />13 they marked were not trees marked in the June walkthrough or last fall. <br />14 <br />15 Vice Chair Koehntop acknowledged that they did mark several trees noting that the total should be more <br />16 than 15 trees. Mr. Koechlien stated that the original total shows 25 trees and reviewed with the <br />17 Commission. He stated that he would verify the total. <br />18 <br />19 Commissioner Ganley referenced the Hackberry problems and asked if they had any other specific <br />20 problems. Mr. Koechlien stated that there have been problems with the River Birch and reviewed with <br />the Commission. He stated that last June they gave the City the option to choose a different tree type for <br />22 replacement noting that he would leave the list of approved trees with Public Works Director Hartman. <br />23 <br />24 Vice Chair Koehntop asked Mr. Koechlien to work with the Staff Assistant to determine and verify all of <br />25 the trees that were tagged from the walkthrough in June. Mr. Koechlien indicated that he has a copy of <br />26 the memo and assured the Commission that he would work with staff and the contractor to verify the <br />27 identified trees. <br />28 <br />29 Public Works Director Hartman stated that they are in the process of wrapping up the final concerns and <br />30 preparing to make final payment for the project. He reviewed the maintenance process and final project <br />31 tasks with the Commission. <br />32 <br />33 Vice Chair Koehntop asked for clarification of the costs to replace the Hackberry. Mr. Koechlien <br />34 explained that there is a range that they work from. He stated that the bid range for installing, per tree, is <br />35 $175.00 to $200.00 per tree adding that they cannot go above $200.00. <br />36 <br />37 Commissioner Young asked if there was an end resolution for the Hockey Rink boards noting that some <br />38 of the boards have separated, causing a large gap between boards. He expressed concerns stating that <br />39 this could be a potential safety hazard. Mr. Koechlien stated that the Hockey Rink was completed by the <br />40 end of May and explained that it was a retrofit for the new plates. Commissioner Young stated that the <br />41 area of concern has not been addressed noting that concerns have been expressed regarding the potential <br />4" safety hazards. He stated that the gap is wide enough that it would be easy for someone to get caught or <br />jammed. Public Works Director Hartman stated that he was not aware of the issue adding that he would <br />44 review the area to ensure that the boards are installed properly.
