Parks Commission Meeting Minutes <br />April 12, 2004 <br />Page 3 <br />1 Chair Jindra stated that the Commission would like to see Central Park officially open by the end of <br />2 June and asked if everything would be ready by the end of June. Mr. Koechlien assured the <br />3 Commission that the end of June would not be a problem. He stated that his only concern was the <br />4 hockey boards. <br />5 <br />6 Chair Jindra reminded the residents to keep their dogs on a leash and clean up after them when walking <br />7 them in the park. She asked if signs would be posted and if they would be enforced. Public Works <br />8 Director Hartman stated that the signs were ordered and have been received noting that they would be <br />9 installed soon and reviewed with the Commission. <br />10 <br />11 Commissioner Knudson suggested utilizing an in the ground recycler. She reviewed with the <br />12 Commission stating that she would do more research and provide them with an update. <br />13 <br />14 Commissioner Gebhardt asked if they would have sidewalk bins for recycling. Chair Jindra agreed <br />15 noting that some Cities have bins installed in their parks for both trash and recycling. She agreed that it <br />16 would help to encourage the residents to recycle. Public Works Director Hartman asked if an outside <br />17 vendor would provide the bins or would the City have to purchase them. Chair Jindra stated that there <br />18 are several options, outside vendors or a direct purchase by the City. She stated that she has seen <br />19 catalogs with recycling bins similar to what she has seen in other parks. Public Works Director Hartman <br />20 stated that he would research the possibilities and update the Commission. <br />hi Vice Chair Koehntop referenced the trails along the school property and suggested discussing the <br />23 maintenance and cleanup for that area. Ms. Dunn stated that she would review the maintenance <br />24 agreements and update the Commission. <br />25 <br />26 Commissioner Ganley referenced the barbecue grills noting that they are cemented into place. He <br />27 expressed concerns stating that the way they were installed it would be difficult to clean the grills. He <br />28 asked if it would be possible to improve the design to allow the adjustment of height for the grill with <br />29 respect to heat and cleaning. Chair Jindra agreed that there is not much clearance and asked Public <br />30 Works Director Hartman if they were going to check into a refuse bin for the coals. Public Works <br />31 Director Hartman agreed that it is a poor design stating that they are researching the possibility of <br />32 installing grills outside the building on concrete pads. <br />33 <br />34 Commissioner Ganley expressed concerns regarding the fee structure for renting space in the new <br />35 commons. He stated that the fees to rent enclosed space would be $155 and the plaza area would be <br />36 $35. He asked for clarification on how Community Services arrived at the charges. He stated that it <br />37 was explained that they reviewed New Brighton's fee structure and asked if they had included any other <br />38 metro areas. He expressed concerns that the facility would not be utilized stating that the fees are rather <br />39 expensive. He suggested starting with a more moderate fee until it becomes more successful and then <br />40 consider implementing a higher fee for facility rental. Chair Jindra agreed noting that determining fee <br />41 structure for park facilities was not under their jurisdiction. Public Works Director Hartman confirmed <br />42 that the Community Services Depaituient is responsible for determining the fee structure for all City <br />Parks. He suggested that the Commission research the process used to determine the fees. Chair Jindra <br />4'4 suggested that Commissioner Ganley write a letter, on behalf of the Commission, to the Community <br />45 Services Department regarding the fee structure.
