Nishek, Veit <br />From: Rich Koechlein, ASLA <br />Landscape Architect <br />Date: December 18, 2002 <br />Subject: Central Park Redevelopment Plans <br />St. Anthony Village, Minnesota <br />Winter Work <br />At the Park Board meeting, December 2, 2002, several Board members asked why Veit was not out <br />on site working; to correct the drainage issues related to the Varsity Ballfield' and the placement of <br />topsoil on the soccer field. They were adamant that any additional costs related to the corrective <br />measures are the responsibility of the engineer and the contractor. They stated that they should not <br />bear any corrective costs and that we have either design issues, contractor performance issues or <br />both. <br />Winter Work <br />First, the matter of performing earth related construction at this time would prove difficult and <br />expensive. The main reason is the presence of frost in the ground which can make excavation <br />difficult another major factor is that imported material will be frozen in various sized clumps. <br />Working frozen soil into place will not provide a suitable seed bed required for the successful <br />establishment of turf. Having questioned several people I have found that the frost depths are <br />currently between eight inches and three feet, depending upon the location within the metropolitan <br />area. The seeding contractor has indicated that they have ceased all fineturf seeding operations ( <br />approximately six weeks ago) for the season because the proper ground seed interface cannot be <br />accomplished on frozen soils. <br />
