Parks Commission Meeting Minutes <br />March 10, 2003 <br />Page 3 <br />1 <br />2 Mr. Forbrook referenced Silver Point stating that he is submitting a contract to Thompson <br />3 Homes. Cost proposed by contractors has been determined to be too high. Doing research and <br />4 shared a suggested option with Commission. Provided Commission with a packet for review. <br />5 <br />6 Silver Point <br />7 <br />8 Mr. Forbrook stated that the building is a pre -manufactured building. He stated that there are <br />9 several floor plans and exterior styles to choose from. He explained that they chose a plan with <br />10 fewer options in order to get a good price. He explained that the design they chose provides the <br />11 fixtures, handicapped toilets and warming house that the Commission wants. He reviewed the <br />12 floor plan with the Commission. He reviewed the materials noting that they are block buildings <br />13 with metal standing and seamed roof panels. He stated that there are limitations but the <br />14 plumbing fixtures are good quality and the materials used for the structure are maintenance free. <br />15 <br />16 Mr. Forbrook explained that this package would be bid out as fully delivered. He further <br />17 explained that they would determine the labor requirements and set it up on the slab in the park. <br />18 He reviewed the costs with the Commission stating that proposed floor plan would be <br />19 approximately $65,000, labor would be an additional $65,000. He explained that because of the <br />20 bad soil in the area they would have to design and implement a footing and foundation system, <br />which would be an additional $20,000 plus and approximate $15,000 for minor project needs. <br />He stated that they have been using $140,000 as a rough quote estimate noting that the project <br />23 should be well within the budget. <br />24 <br />25 Commissioner Gebhardt asked for further clarification of the requirements for water flow and <br />26 flooding. Mr. Forbrook explained that it would not matter where they place the building noting <br />27 that it would be in water. He stated that this is the reason for the footings. <br />28 <br />29 Commissioner Hallada asked if the block would be sealed. Mr. Forbrook stated the blocks <br />30 would be solid and that they would be reinforced. <br />31 <br />32 Public Works Director Hartman asked how the building compares in size to the initial proposal. <br />33 Mr. Forbrook explained that the first building was 22 feet wide with toilets at one end of the <br />34 building. He stated that the new proposal would be approximately the same width and 10 feet <br />35 longer with utility and storage areas. <br />36 <br />37 Chair Jindra stated that the handicapped toilets must be accessible from the outside. She asked if <br />38 it would be possible to open a second to the outside. Mr. Forbrook stated that they could add 2 <br />39 from the outside and three from the inside. <br />40 <br />41 Mr. Zurbey asked Mr. Hubmer if the building is located near the parking lot. He asked for <br />42 clarification on the height differential. Mr. Hubmer stated that the differential is approximately <br />z 3-1/2 to 4 feet. He explained that they are looking at two to three feet of floodwater. He stated <br />44 that it would not be much pressure on the walls. <br />45 <br />
