Parks Commission Meeting Minutes <br />March 10, 2003 <br />Page 4 <br />1 Mr. Zurbey expressed concerns stating that he has never noticed standing water in this area <br />2 before. Mr. Hubmer reviewed the water entry points with the Commission. He stated that they <br />3 are planning an elevation of 918 or 919. He stated that for comparison, the present ballfield <br />4 would approximately 916. He stated that this is a 4-foot difference adding that this is a big <br />5 difference in pressure. <br />6 <br />7 Commissioner Ganley asked how long it would take for the water to drain. Mr. Hubmer stated <br />8 that it would take approximately two to four hours to drain. <br />9 <br />10 Chair Jindra noted the change in location for the building and asked for further clarification. Mr. <br />11 Hubmer explained that they chose the position that would provide easy access to the ice, a <br />12 convenient location for concession, centrally located toilets and playground area. <br />13 <br />14 Chair Jindra stated that it was her understanding at the last meeting that the soil in this area was <br />15 more polluted. Mr. Hubmer explained that the soil is just as bad in both areas. <br />16 <br />17 Mr. Hubmer stated that there might be enough room along the side for a basketball court. He <br />18 provided the Commission with a draft design for their review. <br />19 <br />20 Mr. Forbrook provided the Commission with an overview of the design stating that upon <br />reviewing the area they determined that it might be possible to place a half -court basketball area <br />2L along the side. He clarified that their primary goal was to get everything into the park noting <br />23 that with the new design the City would have to forfeit the primary location for a basketball <br />24 court. He explained that the new design would only allow enough room for a half court slab <br />25 along either side of the building. <br />26 <br />27 Ms. Skrivseth asked if there would be enough room for picnic tables. Mr. Forbrook stated that <br />28 with the new design they could place a slab in the area to accommodate picnic tables noting that <br />29 the cost would be affordable. <br />30 <br />31 Mr. Zurbey noted that they had $290,000 allotted for the project. Mr. Hubmer clarified that the <br />32 original budget was $250,000 and reviewed with Commission. Mr. Zurbey asked if they could <br />33 use a portion of the $250,000 to move the basketball court down. Mr. Hubmer stated that they <br />34 could review all possibilities adding that there would be an additional $30,000 cost to cancel the <br />35 present contract. He further explained that the additional costs are due to the design changes. <br />36 Mr. Forbrook stated that they would be receiving approximately 75% of the bond adding that he <br />37 does not have the exact numbers yet. He noted that the initial quote has been reduced. <br />38 <br />39 Ms. Skrivseth asked if the retaining wall would remain. Mr. Hubmer confirmed that it would <br />40 remain. <br />41 <br />42 Ms. Skrivseth stated that area is difficult to walk through and asked if there were any plans to <br />add a walking path or trail. Mr. Hubmer stated that presently there are no plans for a walking <br />44 path in the area. <br />45 <br />
