Parks Commission Meeting Minutes <br />March 10, 2003 <br />Page 5 <br />1 Chair Jindra stated that they are in a very public situation with respect to the residents. She <br />2 explained that several of the residents were quite upset that the fields would not be available for <br />3 sports activities. She asked if there was a chance that the fields would be usable by summer. <br />4 Mr. Hubmer stated the grading could be completed and the area hydro -seeded in early spring. <br />5 He stated that they would have the hockey boards in place late fall. <br />6 <br />7 Council Liaison Sparks asked how long it would take to construct the building. Mr. Forbrook <br />8 stated that it would be relatively quick once the materials are received. Public Works Director <br />9 Hartman stated that it was his understanding that the construction would take approximately <br />10 three months from start to finish. Mr. Forbrook stated that he would check the quotes to see if a <br />11 timeframe has been identified. <br />12 <br />13 Mr. Zurbey asked if the utilities would be an issue. Mr. Hubmer stated that they did not think <br />14 that the utilities would be an issue. He reviewed the power installation with the Commission. <br />15 He stated that they do have a sanitary issue noting that there would be an additional $2-3000 in <br />16 costs for the lift station controls. <br />17 <br />18 Chair Jindra asked if it would make sense to defer the actual build until late summer. Mr. <br />19 Hubmer stated that he did not see any benefit in delaying the build. <br />20 <br />Ms. Skrivseth expressed concerns regarding the straight brick wall facing the street. Chair <br />LL Jindra asked Mr. Hubmer if there were any concerns expressed regarding the location of the <br />23 building and its' proximity to the white house or any other neighbors. Mr. Hubmer reviewed the <br />24 park views from the residential perspective stating that they would need further feedback from <br />25 the residents in the area. <br />26 <br />27 Commissioner Ganley asked if there was a way that they could integrate the prefab design with <br />28 the Central Park building. Mr. Forbrook stated that the block they would be using is the same as <br />29 the block used for the Central Park building. He stated that they could match the roof color to <br />30 the Central Park building, <br />31 <br />32 Commissioner Gebhardt asked Council Liaison Sparks how the Council felt about the design. <br />33 Council Liaison Sparks stated that is very positive about the design adding that Council is aware <br />34 of the proposal and has had the opportunity to review the building designs. <br />35 <br />36 Chair Jindra asked for clarification of the location for the basketball courts and their proximity to <br />37 the building. Mr. Hubmer stated that they would have to review the locations. He stated that the <br />38 purpose of the building is for the skaters noting that they do not want the basketball courts to be <br />39 too close to the building. Chair Jindra asked that they stake the area before the Commission <br />40 makes a final vote. She stated that there are too many unknowns and that she would like to have <br />41 a better idea of how the layout would look before they make a final decision. <br />42 <br />Public Works Director Hartman asked if the Commission would be comfortable with the original <br />44 location knowing that it would impact the ballfields.
