Parks Commission Meeting Minutes
March 10, 2003
Page 6
for Commission review before making that determination. Council Liaison Sparks suggested
meeting to review the location on Thursday, March 13, 2003.

Commissioner Ganley stated that the lower field turf is practically non-existent due to bad soil
and constant flooding in the area. He asked how long they would need to wait for the hydro-
seed to take before they could use the fields to play. Mr. Hubmer explained that hydro seeding
was done last spring adding that they returned in the fall to re -seed. He stated that they are
hoping that it would take off well by this spring. He stated that they would like to bring in some
topsoil for the grass.

Commissioner Ganley clarified that the Commission was told the grass would have to be cut at
least three times before the area could be used. Mr. Hubmer stated that would be the ideal, as it
would allow the grass to get a good hold. Chair Jindra asked, with ideal conditions, when could
they hydro -seed. Mr. Hubmer stated that with ideal weather conditions they could probably
begin around the first week of May. He stated that it could be awhile noting that the frost went
pretty deep this year.

Mr. Zurbey asked if they would be able to seed earlier if they brought in the topsoil. Mr.
Hubmer stated that the key issue is getting the equipment onto the soil. He stated that as soon as
the ground is dry enough to get the equipment out they could begin to seed.
2. Chair Jindra asked if they are looking for a decision from the Commission. Mr. Hubmer stated
that they would like a decision. He explained that timing is an issue stating that they would like
a decision so they could place the order for the building and bring the contractor onboard.

Chair Jindra asked if they would be able to stake the area this week and show how it would
actually impact the field. She clarified that the other location is no longer an option. Mr.
Hubmer explained that the other location is not an option. He stated that it would involve a
complete redesign that would add expenses and impact the ballfields.

Mr. Zurbey referenced the doors and asked if they would be able to open a door on the side
where the windows are located. He explained that this would provide easier access for the
children and eliminate the need for them to walk around the building.

Commissioner Gebhardt asked how much it would cost to install a basketball court and where
would they put the court. Mr. Hubmer stated that it would not be very expensive noting that it
would probably cost an additional $1000. He stated that they would review how everything
would fit and provide the Commission with an update on their findings.

Commissioner Ganley stated that if they seed in the spring would they be willing to return in the
fall for possible repairs. Mr. Hubmer stated that they would be willing to do spot repairs.

z Chair Jindra asked if they could plan for completion by late summer. Mr. Hubmer stated that he
is concerned about the potential wet conditions. He stated that there is a chance they could be
completed by late summer adding that he did not want to commit at this time.
