Parks Commission Meeting Minutes <br />March 10, 2003 <br />Page 7 <br />1 <br />2 Mr. Forbrook stated that he could meet with the Commission Thursday morning to review the <br />3 marked areas. Chair Jindra confirmed stating that she, Commissioner Ganley, Council Liaison <br />4 Sparks and Public Works Director Hartman would be able to meet with him at 10:30 a.m. <br />5 <br />6 B. Central Park Update - Rich Koechlein (URS). <br />7 <br />8 Rich Koechlein stated that they are waiting for a few estimates to return noting that most of the <br />9 numbers have been received. He stated that overall, the budget is over by approximately $2800, <br />10 which in general is considerably less than what they first thought. He stated that they were sure <br />11 they could get everything that was originally planned for in the project including the <br />12 landscaping. <br />13 <br />14 Commissioner Wagner referenced the contingency and asked for clarification. Mr. Koechlein <br />15 provided further clarification stating that the funds approved by City Council are included in the <br />16 numbers provided in their packet. <br />17 <br />18 Mr. Zurbey asked Mr. Koechlein to review change orders and clarified the numbers for the <br />19 Commission. Mr. Koechlein clarified the numbers. <br />20 <br />Mr. Zurbey referenced the varsity baseball field re -grade stating that it was his understanding <br />2� that there would not be an additional charge if the grade was not done properly. Mr. Koechlein <br />23 stated that this was not his understanding <br />24 <br />25 Commissioner Ganley asked Mr. Koechlein to review how they arrived at this point. Mr. <br />26 Koechlein explained that several options have beeri presented. He stated that several of the <br />27 options were picked apart adding that several attempts were made to accommodate their requests <br />28 to save dollars. He stated that there are problems with fields noting that the soil is very dense <br />29 and that there are several drainage issues. He explained that in order to correct the grade they <br />30 had to add more soil, install drain tile, add more sand and create a swail to reflect the water. He <br />31 stated that these are all new additions to the contract. Mr. Zurbey stated that the Commission <br />32 had been told that they did not need the drain tile and he reviewed the discussion with the <br />33 Commission. <br />34 <br />35 Chair Jindra asked Mr. Anderson to clarify further. Mr. Anderson stated that he was surprised to <br />36 see an additional $15,000 estimate for re -grading the baseball field. He stated that either the <br />37 field was not designed properly or the design was not executed properly. He explained that they <br />38 met and discussed what needed to be done to correct the grade adding that they did not come to <br />39 an agreement for the additional costs. He stated that they only agreed on what needed to be <br />40 done. He asked Mr. Koechlein if the estimate includes the drain tile. Mr. Koechlein stated that <br />41 the estimate includes the drain tile and explained the additional estimate costs to the <br />42 Commission. <br />
