Parks Commission Meeting Minutes <br />March 10, 2003 <br />Page 8 <br />1 Chair Jindra reviewed with the Commission that there would be no additional charges for <br />2 architectural changes. She acknowledged that the swail is new and that there would be <br />3 additional charges for the re -grading. <br />4 <br />5 Commissioner Gebhardt asked for assurance that the fields would be graded correctly. She <br />6 expressed concerns that Mr. Zurbey was correct in that this is either a design or an execution <br />7 issue that the City should not be paying for. Mr. Anderson stated that they could make an <br />8 acceptable argument for the cost of the drain tile. He stated that this should have been included <br />9 in the initial design. He stated that the City should not be charged for any re -grading of the <br />10 fields. <br />11 <br />12 Chair Jindra asked that they clarify and separate the swail and drain tile costs. Mr. Koechlein <br />13 stated that the proposal does show the swail as a separate cost. Mr. Zurbey asked if it should <br />14 have been designed this way initially. Mr. Koechlein stated that this was initially recommended <br />15 and it was denied due to the costs. Chair Jindra stated that they wanted the drain tile adding that <br />16 they had been told that it would be too expensive and that they did not need it. She stated that <br />17 this point was discussed and asked Mr. Anderson to contact Mr. Kost to clarify what the <br />18 additional $15,000 includes. <br />19 <br />20 Mr. Zurbey referenced the additional cost to move the pitcher mound and asked for clarification. <br />He stated that there were errors in the original placement and asked why they are paying to have <br />2z it corrected. <br />23 <br />24 Public Works Director Hartman asked the Commission to submit all items of concern. <br />25 <br />26 Chair Jindra referenced the bleachers and asked for clarification. Mr. Koechlein explained that it <br />27 was decided not to salvage the bleachers because of safety issues. He stated that they have <br />28 ordered 4 sets of bleachers. <br />29 <br />30 Chair Jindra referenced removal of the backstop. She stated that they requested the extended <br />31 backstop adding that it has been inadvertently removed. She asked if there would be additional <br />32 costs to put it back into the design. <br />33 <br />34 Mr. Zurbey asked for further clarification of the change orders for ballfield 4. Mr. Koechlein <br />35 reviewed the change orders and provided the Commission with an overview of the ballfield <br />36 locations. <br />37 <br />38 Mr. Zurbey asked for further clarification of the erosion control blankets. Mr. Koechlein stated <br />39 that they were installed to stabilize the seeding in the area. He explained that they are <br />40 considering hydro -seeding the area versus the erosion control blanket. He stated that hydro <br />41 seeding could save approximately $5000. <br />42 <br />Mr. Anderson stated that at the last meeting they discussed erosion control blankets around the <br />44 edges of the ballfields, the installation of drain tile and the swail. He stated that they did not <br />45 agree on a price nor did they discuss who would pay for it. He stated that they should negotiate <br />
