Parks Commission Meeting Minutes <br />April 14, 2003 <br />Page 3 <br />1 <br />2 Council Liaison Sparks asked if it would be possible to install the basketball court before the building is <br />3 completed. Public Works Director Hartman stated that they did not have to wait for the building to be <br />4 completed in order to install the basketball court adding that they would get a better price for the asphalt <br />5 if they do all of the blacktopping, for all areas, at the same time. <br />6 <br />7 Mr. Zurbey asked if the parking lot would be open during the summer. <br />8 <br />9 Chair Jindra referenced the hole and asked if a decision has been made as to who would be responsible <br />10 for filling it in. The Commission held a general discussion and asked if Thompson would be <br />11 responsible. Mr. Forbrook stated that WSB would be responsible for filling the hole adding that there <br />12 would be an additional cost to fill it. Public Works Director Hartman stated explained that it takes a <br />13 long time for Thompson to respond adding that there are a number of options available. He assured the <br />14 Commission that the hole would be filled. <br />15 <br />16 Chair Jindra referenced the project completion date stating that it cannot happen that this project is not <br />17 completed before the winter season. She confirmed that the Commission expects this project to be <br />18 completed no later than mid -September. <br />19 <br />20 Mr. Zurbey referenced the fields and asked when the west field would be ready. Public Works Director <br />Hartman stated that they are anticipating that both fields would be ready to go. He explained that <br />zz presently they are still under road restrictions adding that trucks would not be allowed into the area until <br />23 May 1, 2003. He stated that they would be able to utilize the east field. <br />24 <br />25 Mr. Zurbey referenced the estimated costs and asked if Mr. Forbrook is comfortable with the estimate. <br />26 Mr. Forbrook stated that he is basically comfortable with everything except the labor to install the <br />27 building. He stated that he is not as familiar with the costs in this area and reviewed the estimate with <br />28 the Commission. <br />29 <br />30 Mr. Zurbey confirmed that the bids would be received by May 23, 2003 with an approval by June 6, <br />31 2003. Council Liaison Sparks stated that it is her understanding that this is on the Council schedule for <br />32 their consideration in June 2003. Mr. Zurbey expressed concerns noting that the Park Commission <br />33 meeting is at the end of June. He stated that if Council does approve the project would they have to wait <br />34 for the Park Commission meeting before starting any work on the building. Public Works Director <br />35 Hartman assured the Commission that they would not hold up the progress of the project for the next <br />36 Park Commission meeting. Mr. Forbrook stated that they are comfortable with the costs adding that <br />37 there is room to move within the timeframe projected for this project. <br />38 <br />39 Commissioner Jensen asked Mr. Forbrook to review the schedule and clarify where they are in the <br />40 process. Mr. Forbrook reviewed the schedule with the Commission. He stated that they are presently <br />41 working with RomTech on the designs. He stated that the soil tests are scheduled adding that RomTech <br />42 would design the footings based on the soil test results. Public Works Director Hartman confirmed that <br />the soil tests were completed last week adding that they are waiting for the results. <br />45 Chair Jindra asked why a gate is not being installed stating that one should be placed at the frontage <br />
