Parks Commission Meeting Minutes <br />April 14, 2003 <br />Page 4 <br />1 road. Public Works Director Hartman asked for clarification of the area referenced. Commissioner <br />2 Jensen clarified that the area referenced is along 88th near the frontage road. Public Works Director <br />3 Hartman explained that there are two reasons for the gate, first the residents expressed concerns <br />4 regarding an increase in traffic, parking and noise in the area. He explained that the residents do not <br />5 want all the traffic that it would generate in that area. He further explained that Todd has an agreement <br />6 with Hennepin County that there would not be a pedestrian access from that side of the park. He <br />7 reviewed the agreement with the Commission. <br />8 <br />9 Chair Jindra asked if they could talk to Todd to determine if it would be possible to place a gate in the <br />10 area. Public Works Director Hartman stated the Commission has known, for a long time, that the gate <br />11 access at this point was temporary. He clarified that this is an agreement with Hennepin County and <br />12 explained that, as part of the development, the County allowed the City access on a temporary basis, to <br />13 allow trucks into the park during construction, with the understanding that there would be no pedestrian <br />14 access upon completion. Chair Jindra asked Public Works Director Hartman to talk to Todd to see if <br />15 there is a possibility to add a gate in this area. Public Works Director Hartman further clarified that <br />16 there is also a safety issue to consider stating that the speed limit could cause problems with the parking <br />17 that would occur in this area if they provide access. He explained that it is not a standard width road <br />18 adding that it would create a lot of problems. Chair Jindra stated that Todd did leave the window open <br />19 to add a gate and asked if it could be clarified. Public Works Director Hartman stated that the trail ends <br />20 in this area. Chair Jindra suggested that they meet at the park so she could show him the location. <br />Public Works Director Hartman stated that parking would be an issue noting the goal was to make sure <br />that there was no possibility this could be a problem. He stated that he would discuss the issue with <br />23 Todd and provide Chair Jindra with an update. <br />24 <br />25 B. PARK TOUR DISCUSSION <br />26 <br />27 Public Works Director Hartman stated that Bob Kost is no longer with BFW and reviewed the changes <br />28 with the Commission. <br />29 <br />30 Chair Jindra stated that next month they would be taking tours of the parks and encouraged members of <br />31 the Commission to attend. <br />32 <br />33 Chair Jindra noted that there is no official entrance that leads down to the building and asked if one <br />34 would be included in the plans. Public Works Director Hartman reviewed the entrance noting that it is <br />35 only a walking path. He stated that the path is not very long adding that they could reconsider the entry <br />36 plaza and stairway. Commissioner Ganley stated that steps in that area could be very costly adding that <br />37 it would need further discussion. Public Works Director Hartman agreed stating that they would have to <br />38 put together a proposal adding that he would discuss this with the contractor. <br />39 <br />40 Commissioner Ganley stated that the overall construction was good. Mr. Zurbey noted the cement work <br />41 was not done well adding that it appeared to be very sloppy. <br />42 <br />Chair Jindra asked Public Works Director Hartman to follow up on the caulking and the stains left on <br />44 ceiling. <br />45 <br />
