Parks Commission Meeting Minutes <br />April 14, 2003 <br />Page 6 <br />1 Director Hartman agreed that there is a need to define the rules Citywide. He stated that he would be <br />2 meeting with Tom, a consultant from University of Minnesota. He explained that Tom is experienced <br />3 with field maintenance adding that together they would develop an overall maintenance process for all <br />4 parks. He further explained that this process would then become a budgetary item. <br />5 <br />6 Mr. Zurbey referenced the need for fencing in front of the benches at Wiltshire Park. He clarified that it <br />7 was his understanding that Public Works Director Hartman would check for the availability of any extra <br />8 fencing adding that if none is available that he would verify the cost to install fencing in that area. He <br />9 expressed concerns stating that it is a safety issue. He further stated that he would work with the <br />10 Boosters to help defray any additional cost. Public Works Director Hartman stated that he would <br />11 discuss this further with Tom and Sherry. Mr. Zurbey clarified that he does not want this to become an <br />12 issue of cost. He further clarified that his largest concern is safety. Ms. Dunn stated that she would <br />13 contact Sherry for further discussion. Public Works Director Hartman stated that he would follow up on <br />14 the issue. <br />15 <br />16 C. FIRE STATION PROJECT <br />17 <br />18 Commissioner Jensen expressed concerns regarding the location suggested for a new fire station and <br />19 asked if there is a way to determine the need for a new fire station and gain assistance in determining the <br />20 best location. He suggested finding a location in the area that should be developed versus taking a <br />portion of Central Park. <br />23 Commissioner Jensen stated that an Open House is being held next Tuesday, April 22, 2003 at 5:30 p.m. <br />24 to provide an opportunity to discuss any concerns regarding this proposal. He expressed concerns <br />25 stating that the Commission has had discussions regarding this area as potential for park expansion in <br />26 the past and asked if they want their concerns passed on. Council Liaison Sparks suggested passing on <br />27 their thoughts and she encouraged Commissioner Jensen to discuss his concerns with the task force <br />28 members. <br />29 <br />30 Public Works Director Hartman stated that the area has been reviewed adding that they are aware of the <br />31 concerns. He acknowledged the concerns regarding noise levels stating that the impact would depend <br />32 upon how the station is located on the property. He further clarified that they have not made a final <br />33 decision on the location adding that they are asking for input and suggestions. <br />34 <br />35 Council Liaison Sparks confirmed and encouraged the Commission to discuss their concerns with the <br />36 Task Force. She stated that they have sorted through a lot of variables adding that the decision is not <br />37 final. She explained that Council has received a recommendation for the Christian site and is presently <br />38 under review. She suggested that the Commission discuss their concerns with the City Council. <br />39 <br />40 Commissioner Ganley referenced the national response time standard and asked if there would be any <br />41 impact with the change in location. Council Liaison Sparks explained that changes to response time <br />42 were considered in addition to the time that it takes to get to the station and the overall cost of the <br />project. She further explained that there are still many variables to be considered. Public Works <br />44 Director Hartman agreed stating that this would be the fourth Open House scheduled that provides an <br />45 opportunity to discuss any issues. He encouraged the Commission to attend and express their concerns. <br />
