Parks Commission Meeting Minutes <br />May 12, 2003 <br />Page 4 <br />1 Public Works Director Hartman asked if benches had been ordered for Wilshire Park. Chair Jindra <br />2 stated that she did not think the benches had been ordered yet. Mr. Zurbey stated that the frames were in <br />3 the ground and ready for the benches. <br />4 <br />5 Chair Jindra stated that the Commission would review the punch list at a later date. She asked Mr. <br />6 Koechlein to keep an eye on the asphalt and concrete installation. <br />7 <br />8 Mr. Zurbey asked about the plans for the soccer field. Mr. Koechlein stated that they are trying to find <br />9 topsoil. He stated that he would continue to work with the contractor to ensure that the topsoil is <br />10 delivered. <br />11 <br />12 Mr. Zurbey asked for further clarification of the swail. Mr. Koechlein explained that it was made a bit <br />13 steeper to avoid having it right at the edge of the field. He stated that erosion control has been installed. <br />14 <br />15 Mr. Zurbey noted that the sewers were sticking above the soil in the fields. Mr. Koechlein explained <br />16 that the soil around the sewer areas had eroded away. He explained that they would try to drain the <br />17 water towards the sewer areas to avoid the erosion issues. He stated that they would be cleaning out the <br />18 silt that has collected in the area. <br />19 <br />20 Public Works Director Hartman stated that he has met with the school superintendent and that they have <br />reviewed the punch list items that are to be done to improve water drainage. He stated that they would <br />22 take care of the punch list items. <br />23 <br />24 Chair Jindra referenced the shelter and asked why a way to the shelter was not included in the design. <br />25 She asked if stairs would be installed. Mr. Koechlein stated that they did not consider stairs because the <br />26 path is located in that area. Public Works Director Hartman stated that stairs could be installed for <br />27 $21,000 adding that the stairs could be installed at a later date. He stated that stair access to the shelter <br />28 would not stall the completion of the project. <br />29 <br />30 Commissioner Jenson clarified that they would finish off the far east soccer field with top soil, finish the <br />31 shelter house plaza area, re -grade and seed the swail areas, and determine, with Public Works Director <br />32 Hartman, a proposal to address the erosion control issues. He stated that if the erosion control <br />33 recommendation has a cost to it how would this be resolved to meet the completion due date. Public <br />34 Works Director Hartman stated that once they determine the actual costs that they would need to <br />35 determine what to take out of the park project to balance the project budget. He stated that the budget is <br />36 max'd out and that they are at the final dollar. He explained that they have to do the erosion control <br />37 adding that they cannot proceed without it. He stated that they have to determine how it would be paid <br />38 for. <br />39 <br />40 Commissioner Jenson expressed concerns stating that if they have to do the erosion control would it <br />41 impact the July 1st completion date. <br />42 <br />Commissioner Gebhardt asked what items they would be able to remove from the park project budget. <br />44 Vice Chair Koehntop stated that it is his belief that the contractor should come with the solution. <br />45 Commissioner Jenson stated that the erosion issues are not really a defect of the contractor noting that <br />
