Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 10 <br />1 of the School to establish the need for the concession stand. Public Works Director Hartman clarified <br />2 that this decision would be a joint venture. Chair Jindra agreed stating that this is why the Commission <br />3 has requested policies and procedures that would allow for review of these kinds of requests prior to <br />4 installation. Vice Chair Koehntop agreed stating that the Parks Commission has to know what is going <br />5 on in the parks. <br />6 <br />7 Commissioner Hallada asked for clarification of the current process. Public Works Director Hartman <br />8 clarified the process for the Commission stating that both the City and the School share ownership of the <br />9 property. <br />10 <br />11 Ms. Dunn explained that many of the individuals coming forward with requests do not know who they <br />12 should talk to in order to begin the process. She stated that the lack of policy and guidelines has added <br />13 to the confusion. Mr. Zurbey agreed stating that a conversation should take place between the City and <br />14 the School to determine the procedures. <br />15 <br />16 Council Member Sparks asked Public Works Director Hartman if they could get City Manager Mornson <br />17 to look into this issue. She agreed that a policy should be in place as they should be clear on the process <br />18 and who controls the fields. Public Works Director Hartman stated that he would review and provide <br />19 the Commission with an update. Mr. Anderson clarified that Mayor Hodson stated that Council would <br />work with Staff to develop a policy and share with the Commission. <br />22 Mr. Zurbey referenced the hockey rink at Central Park stating that there is a sewer connection located at <br />23 the center of the rink. He asked how this would affect flooding the rink. Mr. Koechlien reviewed the <br />24 flooding process with the Commission. <br />25 <br />26 IV. SILVER POINT PARK UPDATE <br />27 <br />28 Chair Jindra clarified that bids have been received and are presently being reviewed by Council for <br />29 approval. She stated that it is her understanding that upon approval Public Works Director Hartman <br />30 would put together a timeline for their review. She stated that they have received calls from residents <br />31 requesting a basketball court at the park. She stated that bids have been received for the grading and <br />32 seeding. She noted that children have been on the fields playing T-ball and asked if this would impact <br />33 the seeding. Public Works Director Hartman stated that the T-ball games would not affect the seeding. <br />34 Mr. Zurbey suggested asking City Manager Mornson for his assistance in asking for police department <br />35 enforcement to keep individuals off the Varsity fields. <br />36 <br />37 V.
