Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 2 <br />1 Mayor Hodson reviewed the budget stating that City Staff has put together a plan that includes input <br />2 from all departments. He reviewed the proposed plan with the Commission and explained that the City <br />3 is losing $267,000 in State aid. He stated that this amount is a permanent cut going forward. He noted <br />4 that the City would have the ability to make up 60% of the loss through a levy process and reviewed <br />5 with the Commission. He explained that with the levy it would carry forward approximately $107,000 <br />6 in budget cuts due to the loss of State aid. <br />7 <br />8 Mayor Hodson stated that the Metropolitan Waste Control has reported a huge increase in sanitary waste <br />9 from the City and that they have requested that the City decrease the amount sent for cleanup. He <br />10 reviewed the proposal for upgrades and the recommended improvements of the infiltration and inflow <br />11 for the City water systems with the Commission noting that this would be a very expensive process. He <br />12 stated that the City is presently working through several options to address the costs. <br />13 <br />14 Council Member Sparks clarified that Residents should have two systems, sanitary sewer and storm <br />15 water sewer. She explained that the City is limited to certain amount that can be sent for sanitary <br />16 cleanup. She stated that the City is sending too much for processing noting that at least 75% of the <br />17 homes in St. Anthony have sump pumps tied to the sanitary sewer. She stated that meetings have been <br />18 held several neighborhoods to discuss disconnecting sump pumps from the sanitary sewer adding that <br />19 several options are being considered in order to bring the City into compliance with the Metropolitan <br />Waste Control requirements. <br />z1 <br />22 Mayor Hodson explained that Council's goal is to get community involvement in the process through <br />23 task forces and the City newsletter. Stated had a State of the City in first part of May to keep <br />24 communications moving. <br />25 <br />26 Mr. Zurbey asked for clarification of the excess costs for processing. Council Member Faust explained <br />27 that it is a moving number that is based upon the measurement of inflow to the treatment plant. <br />28 <br />29 Council Member Theusen stated that it was confirmed by Todd Hubner that many of the systems are <br />30 buried beneath the basement floor of residents' homes. He noted that the costs could be considerable, as <br />31 it would involve digging up basements to make the necessary changes to the sump pump systems. <br />32 <br />33 The Commission and Council held general discussion regarding several possible repayment options that <br />34 would assist the residents through this process. Council Member Sparks clarified that Council would <br />35 begin discussions at the next Council meeting. <br />36 <br />37 Council Member Faust provided an update on the Blue Ribbon Task Force. He stated that they are <br />38 considering redoing the northwest quadrant. He stated that since September 2002 the Task Force has <br />39 worked to determine how they could enhance the northwest quadrant with technology. He referenced <br />40 discussions with Tom Duran stating that they worked to determine how to move forward with the <br />41 process. He explained that the ultimate goal is to fill the TIF gap with Federal funds and possibly do <br />enhancements in the area. He stated that the Task Force has been working with the University of <br />4 Minnesota noting that they finished their last meeting on Thursday, June 5, 2003. He stated that they <br />44 had a good cross-section of people involved in the process that included Congressman Sabo, Office <br />
