Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 3 <br />1 Representatives, County Commissioners, former University of Minnesota President, Ron Handley, <br />2 former head of the Star Tribune, Chuck Whiting, former Commissioner of Transportation Dick Braun, <br />3 and the President from Wells Fargo. He stated that the group had several brainstorming sessions to <br />4 develop a 90-120 day action plan that includes the northwest quadrant and further expansion of the <br />5 entire City. He stated that good things could come from the recommendations adding that funding has <br />6 yet to be determined. Mayor Hodson stated that Congressman Sabo and his Assistant are both very <br />7 familiar with the issues noting that their presence also lends credibility to St. Anthony and the <br />8 Northwest Quadrant Project. <br />9 <br />10 Council Member Faust stated that at the last meeting they brought in business stakeholders, the <br />11 education system and representatives from the Library for their input. He stated that they would assist <br />12 in building the future plan noting that their input would give them a better view of what could be done <br />13 technologically. <br />14 <br />15 Council Member Sparks stated that they would proceed with Summer Point on June 10, 2003. City <br />16 Manager Mornson confirmed stated that the bid has been received. He reviewed with the Commission. <br />17 <br />18 IV. PARK COMMISSION'S CONCERNS ON CITY PROJECTS <br />19 <br />Rich Koechlien, URS provided the Council and Commission with update on the Central Park Project. <br />'hi He stated that the landscaping, trees and perennials would be completed by the end of next week. He <br />22 stated that work on the parking lot, the remaining trails and the basketball court would begin next week. <br />23 He said that the work would take approximately a week and a half to complete. He stated that <br />24 installation of all above ground equipment would also be completed within the next week with the <br />25 project being substantially completed within the next three weeks. He noted that upon completion they <br />26 would put together a punch list that would be addressed after a period of growth time. He explained that <br />27 they want to wait with the punchlist items until they have a better idea on how well things are growing. <br />28 <br />29 City Manager Mornson clarified that no activities would be allowed on the fields until Spring 2004. Mr. <br />30 Koechlien confirmed. <br />31 <br />32 Mr. Koechlien stated that it has been a real struggle getting and keeping the fields fertilized. He stated <br />33 that the sprinklers are working now and fertilization is almost done. He explained that the sandy field <br />34 areas require a lot of fertilizer. He stated that the area would require fertilizing at least once a month or <br />35 more. He further explained that when the grass is brown, like it is now, that it is hungry for nutrients. <br />36 <br />37 Council Member Theusen asked if the grass and landscaping would have sufficient time to grow and <br />38 thicken before Spring 2004 season. Mr. Koechlien stated that it would be a sufficient timeframe for <br />39 healthy growth. <br />40 <br />41 Mr. Zurbey asked when the responsibility for ongoing fertilization would be transferred to the City. Mr. <br />Koechlien stated that the timeframe is still being determined. He explained that it was his understanding <br />4i that responsibility would be turned over once the turf is established. <br />44 <br />
