Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 4 <br />1 Commissioner Ganley asked Mr. Koechlien if they felt the need for more grass seed on the fields or <br />2 would fertilizer be enough to promote good growth. Mr. Koechlien stated that he would like to see <br />3 more seed laid down. He stated that if it does not fill-in within the next month that they would have to <br />4 lay down additional seed. Public Works Director Hartman stated that they would be fertilizing on <br />5 Tuesday, June 10, 2003, weather permitting, and that it would be ongoing every 28 days. He stated that <br />6 they should have a fairly good idea of the conditions of the fields within that timeframe. <br />7 <br />8 Chair Jindra expressed concerns that the grass does not appear to be growing the way it was expected <br />9 and agreed that it would probably need to be reseeded. Mr. Koechlien explained that presently Premier <br />10 is not expecting to reseed. He reviewed their concerns with Council stating that Premier has stated that <br />11 the grass is growing well and that it should fill in nicely. <br />12 <br />13 Mayor Hodson asked the Commission to notify Council when the final payment is made. He explained <br />14 that Council would like to review the payment, separate from the Consent Agenda, to ensure that <br />15 everyone is in agreement that that the Park is completed, as expected, prior to the final payment being <br />16 issued. <br />17 <br />18 Commissioner Ganley asked if the standing water between the football field and the batting cages would <br />19 be included as a punchlist item. Mr. Koechlien confirmed that it would be included stating that they <br />have had discussions regarding this issue. He explained that they would like to grade the area back to <br />Gi the bleachers to help alleviate the drainage issues. <br />22 <br />23 Mr. Zurbey asked if the hay bales have been placed in the parking lot. Mr. Koechlien stated that the <br />24 bales have not been placed yet. He explained that Premier has been reminded several times adding that <br />25 he would contact them again to find out when they plan to place the bales. <br />26 <br />27 Vice Chair Koehntop referenced the location for the new Fire Station stating that the Parks Commission <br />28 would like to relay to City Council and make them aware that the tentative location for the New Fire <br />29 Station is a very valuable City property location. He stated that the Commission would like to request <br />30 that Council consider dedicating this area to Central Park and reviewed his concerns with the Council. <br />31 <br />32 Chair Jindra agreed stating that several members of the Park Task Force has expressed concerns <br />33 regarding the impact it would have on the park and reviewed their concerns with Council. She stated <br />34 that the Parks Commission would like some involvement in the process and review the plans to <br />35 determine how it would impact the park area. She stated that they would need to install some kind of <br />36 buffer to the area to avoid the noise that would be created by the sirens. She asked if it would be a <br />37 possibility for the Commission to have an opportunity to review the landscaping plans for this area. <br />38 <br />39 Mayor Hodson agreed that noise would be an issue adding that the majority of the sound would echo <br />40 from the front of the building. He stated that making any landscaping decisions at this point in the <br />41 project would be premature. He stated that when the design is ready that a draft would be provided for <br />Commission review. <br />4, <br />44 Vice Chair Koehntop expressed concerns regarding changes to the design for Central Park, specifically <br />
