Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 5 <br />1 a concession stand that has been proposed next to the Varsity field. He explained that the concession <br />2 stand was reviewed at the beginning of the project and that it was determined that there was not enough <br />3 room and did not fit into the overall plan. He asked Council to recommend to the School Board that any <br />4 changes to the park design would have to be reviewed and approved by the Parks Commission prior to <br />5 implementing any changes. Chair Jindra agreed stating that the new Varsity Coach had approached the <br />6 Commission at the last minute to request placement of dugouts. She explained that it was the <br />7 Commission's understanding that the proposed, longer dugouts would be done and funded separately <br />8 from the Park Project. She expressed concerns noting that now they also want to place concession <br />9 stands and move the bleachers. She stated that a policy should be determined and set in place that <br />10 identifies a formal review process prior to any changes. <br />11 <br />12 Council Member Faust stated that if it is on school property and it coincides with the ordinances and <br />13 does not require a variance that it should not be a problem. Vice Chair Koehntop expressed his <br />14 disagreement stating that any changes or additions, that would impact that the parks, be reviewed by the <br />15 Parks Commission. He stated that the review should take place before any changes could be made. <br />16 Commissioners Jenson and Ganley agreed adding that this should be a joint effort between the School <br />17 Board and the City. Commissioner Ganley noted that any changes implemented without review or input <br />18 would upset the overall design of the park. <br />19 <br />Mayor Hodson asked why the Park Commission does not want concession stands. Vice Chair Koehntop <br />explained that a concession stand already exists near the football field adding that the proposed area <br />22 would be too congested. <br />23 <br />24 Chair Jindra clarified that it is not a question of whether they want the concession stand as much as it is <br />25 the affect it would have on the current design. She explained that had the stand been included at the <br />26 beginning of the project they could have built it into the current design. She expressed concerns stating <br />27 that without a review on how it would impact the current design could present safety issues in the future <br />28 as there is not enough room for the proposed stand. She asked the Council for feedback on the process <br />29 they should take at this point noting that the Commission recently found out about the stand through a <br />30 permit that has been applied for. She stated that the Commission should have been made aware of the <br />31 proposed stand prior to the application for the permit. City Manager Mornson suggested a joint <br />32 resolution with the School Board that would include some form of a review process. <br />33 <br />34 Mr. Zurbey agreed that a representative from the School Board should approach the City or Parks <br />35 Commission for review of plans that would impact the Park system. He asked if they should approach <br />36 the Parks Commission or City Council first. <br />37 <br />38 Public Works Director Hartman clarified that the plans would be reviewed by the Parks Commission <br />39 and forwarded for final review and approval by City Council. <br />40 Commissioner Jenson asked if City Council would determine the process for future changes and <br />41 requests. Mayor Hodson confirmed that they would.
