r <br />Joint Parks Commission and Council Meeting Minutes <br />Parks Commission Meeting Minutes <br />June 9, 2003 <br />Page 6 <br />1 stated that the Commission would prefer to hold off on televising their meetings as they are still in the <br />2 process of physically touring the park areas. She stated that once they are ready to televise that the <br />3 Commission would prefer a seating structure that would include all members of the Commission at the <br />4 table. She stated that they do not want any members of the Commission sitting in the audience. A <br />5 general discussion was held regarding the layout and camera setup. <br />6 <br />7 Council Member Sparks acknowledged their concerns stating that televising the Commission meetings <br />8 would help educate the community and provide better feedback for future Park projects. She stated that <br />9 Council does not want to get in the way of the Commission doing their work adding that it is necessary <br />10 to keep the Community informed on the park projects and their progress. <br />11 <br />12 Chair Jindra stated that several of the Commission members have expressed concerns about what would <br />13 be appropriate for discussion on camera. Council Member Faust acknowledged their concerns regarding <br />14 content of discussions stating that there is never a good time to begin a process like this. He explained <br />15 that the need to communicate to the people far outweighs the apprehension felt by Commission <br />16 members, as it is a very important means of communicating to the Residents. <br />17 <br />18 Chair Jindra clarified that the Commission is not stating that they do not want to televise their meetings. <br />19 She explained that the Commission is asking to postpone televising the meetings until the logistics have <br />been determined. Vice Chair Koehntop agreed stating that the park tours would probably continue into <br />the November timeframe. He stated that this does affect their meeting start time once in a while. Mayor <br />22 Hodson noted their concerns stating that it would take at least a month to determine the audio and layout <br />23 logistics. <br />24 <br />25 Chair Jindra stated that several members of the Commission have expressed concerns regarding the <br />26 sensitivity of some of the information they discuss noting that the Commission has been misquoted in <br />27 the past. Council Member Faust explained that by televising their meetings that it would totally <br />28 vindicate them with respect to what has been said and not said at the meetings. <br />29 <br />30 City Manager Mornson suggested doing a couple of dry runs in the August/September 2003 timeframe, <br />31 before they televise the meetings. He stated that this would allow the Commission some time to prepare <br />32 for airing in the late November 2003 or early 2004. Commissioner Jenson volunteered to be part of the <br />33 Committee to determine layout design. <br />34 <br />35 Commissioner Gebhardt noted that several concerns have been expressed regarding changes that have <br />36 been made to projects without their knowledge and asked if the Council was aware of their level of <br />37 frustration. Council Member Faust acknowledged their frustrations noting that the Park Commission <br />38 first began as a Task Force. He explained that there is frustration on both sides, as they do not have an <br />39 official process in place for communication between the Council and the Community. He stated that <br />40 the Commission has done a very good job considering the issues they have had to face with the budget <br />41 in addition to feedback they have received from the Community. <br />Mr. Anderson stated that he has watched many of these events over the years. He explained that they <br />44 have a City Council and Staff that has never worked with a Park Commission, and a Park Commission <br />
