r Joint Parks Commission and Council Meeting Minutes Parks Commission Meeting Minutes June 9, 2003 Page 6 1 stated that the Commission would prefer to hold off on televising their meetings as they are still in the 2 process of physically touring the park areas. She stated that once they are ready to televise that the 3 Commission would prefer a seating structure that would include all members of the Commission at the 4 table. She stated that they do not want any members of the Commission sitting in the audience. A 5 general discussion was held regarding the layout and camera setup. 6 7 Council Member Sparks acknowledged their concerns stating that televising the Commission meetings 8 would help educate the community and provide better feedback for future Park projects. She stated that 9 Council does not want to get in the way of the Commission doing their work adding that it is necessary 10 to keep the Community informed on the park projects and their progress. 11 12 Chair Jindra stated that several of the Commission members have expressed concerns about what would 13 be appropriate for discussion on camera. Council Member Faust acknowledged their concerns regarding 14 content of discussions stating that there is never a good time to begin a process like this. He explained 15 that the need to communicate to the people far outweighs the apprehension felt by Commission 16 members, as it is a very important means of communicating to the Residents. 17 18 Chair Jindra clarified that the Commission is not stating that they do not want to televise their meetings. 19 She explained that the Commission is asking to postpone televising the meetings until the logistics have been determined. Vice Chair Koehntop agreed stating that the park tours would probably continue into the November timeframe. He stated that this does affect their meeting start time once in a while. Mayor 22 Hodson noted their concerns stating that it would take at least a month to determine the audio and layout 23 logistics. 24 25 Chair Jindra stated that several members of the Commission have expressed concerns regarding the 26 sensitivity of some of the information they discuss noting that the Commission has been misquoted in 27 the past. Council Member Faust explained that by televising their meetings that it would totally 28 vindicate them with respect to what has been said and not said at the meetings. 29 30 City Manager Mornson suggested doing a couple of dry runs in the August/September 2003 timeframe, 31 before they televise the meetings. He stated that this would allow the Commission some time to prepare 32 for airing in the late November 2003 or early 2004. Commissioner Jenson volunteered to be part of the 33 Committee to determine layout design. 34 35 Commissioner Gebhardt noted that several concerns have been expressed regarding changes that have 36 been made to projects without their knowledge and asked if the Council was aware of their level of 37 frustration. Council Member Faust acknowledged their frustrations noting that the Park Commission 38 first began as a Task Force. He explained that there is frustration on both sides, as they do not have an 39 official process in place for communication between the Council and the Community. He stated that 40 the Commission has done a very good job considering the issues they have had to face with the budget 41 in addition to feedback they have received from the Community. Mr. Anderson stated that he has watched many of these events over the years. He explained that they 44 have a City Council and Staff that has never worked with a Park Commission, and a Park Commission
