He further explained that all parties concerned <br />2 are learning on the run. He stated that the City Council manages the City adding that it is appropriate <br />3 for City Council to establish the policies, procedures and guidelines for Commissions to work from. He <br />4 explained that the Commission has worked hard to make these projects work. He stated that there have <br />5 been some pretty sharp criticisms towards the Commission that has hurt the group. He further stated <br />6 that he has never seen a project of this magnitude without a budget. He agreed that this is a learning <br />7 process for everyone and suggested that the City Council take some time to make sure that the Park <br />8 Commission understands what their role is in the process. He suggested providing a training session for <br />9 the Commission that would establish better lines of communication and outline everyone's <br />10 responsibilities in the process. He stated that many of the change orders submitted for this project were <br />11 not provided to the Parks Commission or the City Council for their review. He expressed concerns <br />12 stating that both the City Council and the Parks Commission should be aware of the process City Staff <br />13 takes to implement a change order. Commissioner Wagner agreed stating that both the Parks <br />14 Commission and the City Council have never had to deal with delegating work to contractors. <br />15 <br />16 Mayor Hodson stated that they work WSB on various projects noting that they are very lucky and <br />17 spoiled with this process. He agreed that there is still much room yet for improvement. <br />18 <br />19 Council Member Faust acknowledged that there is a definite need to review how the City Council <br />communicates with the various Commissions. Mr. Zurbey agreed stating that he has never completely <br />understoodthe roles of the various City Staff members and their relationship to the Parks Commission. <br />22 He stated that the Parks Commission has held several meetings where they did not have representation <br />23 from City Council in attendance. He stated that with the technology available there is too much of a <br />24 time gap between discussions and decisions made. <br />25 <br />26 Commissioner Jenson summarized stating that the Council would review the responsibilities and <br />27 provide recommendations for the communication process with the Parks Commission. <br />28 <br />29 Chair Jindra thanked the Council for their update and for listening to their concerns. <br />30 <br />31 V. SILVER POINT PARK UPDATE — COMMISSIONER JAN JENSON <br />32 <br />33 Commissioner Jenson provided the Commission and Council with an update on Silver Point Park. He <br />34 stated that bidding opened last week noting they received one bid on the building package and two bids <br />35 for the construction. He stated that the build package would be awarded to Ron -Tech for $75,000 and <br />36 the construction package to Sadness for a total approximate cost investment of $147,000.00. He <br />37 explained that in addition to the new package, costs for the installation of the utilities would bring the <br />38 overall costs to approximately $243,000.00. He reviewed the building and construction process with the <br />39 Commission. Mr. Zurbey asked if the prefab construction is a simpler process. Commissioner Jenson <br />40 confirmed that the process would be very simple. He explained that the prefab package would be <br />41 delivered and installed with an anticipated completion by October 1, 2003, just in time for winter <br />activities. <br />44 Chair Jindra called five-minute break at 8:00 p.m. <br />
