Parks Commission Meeting Minutes <br />July 14, 2003 <br />Page 2 <br />1 Mr. Anderson questioned what has changed from the time the project started and why this was an <br />2 issue at the last minute. Mr. Koechlien stated he did not know why it was not in the original bid. <br />3 Mr. Anderson said someone should have checked. <br />4 <br />5 Mr. Zurbey stated this process was frustrating and this would cause further delay. <br />6 <br />i Chair Jindra questioned what else was left for project. Mr. Koechlien stated striping was to be <br />8 done today but it rained. Also, a waterline needs repair and drainage issues need to be addressed. <br />9 Grading and cedar around the plaza and additional landscaping are left. The basketball court <br />10 striping also needs to be completed and there are some seeding issues. <br />11 <br />12 Mr. Zurbey stated the number one priority should be turf establishment and three weeks of <br />13 establishment have been lost due to this setback. Mr. Koechlien stated Premiere needs to be <br />14 negotiated with to get this turf established. Mr. Zurbey stated they are losing time and there is a <br />15 commitment to be on the fields in the spring. He stated it looks as though that will not happen <br />16 now. <br />17 <br />18 Chair Jindra directed Mr. Koechlien to involve Mr. Anderson in meetings with Premiere and <br />19 other subcontractors. She also asked about the tour of the bleachers and the two bleachers that <br />20 were to be reordered because they installed the wrong type. Mr. Koechlien stated they are stuck <br />with them because they cannot be returned. Chair Jindra stated the quality of those bleachers was <br />z2 unacceptable. She questioned Public Works Director Hartman about the replacement of the <br />23 bleachers. <br />24 <br />25 Public Works Director Hartman stated in someway, shape or form they will be replaced. <br />26 Aluminum bleachers were ordered and two of the sets were galvanized steel. The bleachers <br />27 should be all uniform. Chair Jindra directed Public Works Director Hartman to follow up. <br />28 <br />29 Mr. Zurbey questioned what the City's leverage was to get the turf established. Public Works <br />30 Director Hartman answered payment can be withheld but they would rather keep with the <br />31 schedule so the project can get done. <br />32 <br />33 Commissioner Jenson asked if Mr. Koechlien could provide the group with targeted dates for <br />34 everything. Mr. Koechlien stated he could not say for certain. <br />35 <br />36 Mr. Anderson questioned what the issues were that would affect the use of the park next year. <br />37 Mr. Koechlien stated fertilization and over -seeding. He explained they are currently arguing <br />38 about erosion issues and the cost of extra materials that were brought in for mitigation. Mr. <br />39 Anderson stated he does not see any major issues to prevent the park from being used next year. <br />40 <br />41 Chair Jindra directed Public Works Director Hartman to email the target dates for completion to <br />r her when he gets them and she would forward them to the Commission. <br />44 Mr. Zurbey stated he toured the park on Sunday, July 6th and sent an email to Mike Mornson and <br />
