Parks Commission Meeting Minutes
June 15, 1999
Page 4
Jensen stated in his opinion the smaller parks should be finished first to affect less residents.
Hartman stated the City will require lead time to identify funding sources for Central Park, and
the design and bidding process will take at least 2 years.

Hartman asked whether the Commission wished to retain BRW as consultant or interview other
park planners. Wolff stated she would like to interview other consultants, and she felt many
details were left out of the plan, and were not included when requested. She added the
Commission might contact other communities. Jindra stated she spoke with the Director of
Parks and Recreation in New Brighton who highly recommended their consultant. Hartman
stated the City has been approached by a few planners.

Jensen stated the project should be initiated soon to allow plenty of time for planning. Hartman
stated the Council would need lead time for funding. Jensen stated he would support
interviewing a new park planner.

Hartman asked whether the Commission would wish to conduct interviews in conjunction with
City staff. Wolff asked whether the interviews would have to be in connection with a particular
project. She suggested the Commission create a project list at its next meeting to identify
priorities for consideration.

VI. REPORTS.
A. Community Services.
Roadfeldt stated she had nothing to report as Community Services does not meet during the
summer.

B. School Board.
Wolff stated she had nothing to report.

C. Snorts Boosters.
Jensen stated he wished to contact the realtor who owns the Newmarket property to determine
the cost for initiating a long-term lease of the property. He added he is receiving bids to alter the
Newmarket space into ballfields. He requested the Commission's support. Jindra stated there is
no harm in asking. Hartman agreed that it shouldn't be a problem.

Jensen stated he is working with 4 companies on bids, and the cost to slightly renovate the fields
at Unisys would be approximately $33,000 which would not include maintenance. Hartman
stated that is not unreasonable for 2 ballfields. Wolff expressed concern that the property owners
could sell the property. Hartman stated a long-term lease would alleviate that problem.
Roadfeldt stated she could not support a long-term lease which would prevent the redevelopment
of the property.

Motion by Koehntop, second by Louiselle to have Jan Jensen contact the Newmarket property
owners to inquire after the property's availability with regard to negotiation of a long-term lease.
