Parks Commission Meeting <br />October 8, 1998 <br />Page 2 <br />Willenbring stated that the permit request for use of Highway 88 to haul material was <br />denied. He indicated that two property owners have concerns as to the truck traffic <br />during excavation of Silver Point Park. <br />Mr. Willenbring continued with an overview of the Silver Point Park final grade. He <br />indicated the amount of storm water needed to impact the Park and at what degree. <br />Jindra asked for examples of where this type of storm water storage has been <br />performed. Willenbring stated this has been the design for a park in the City of <br />Richfield at Washington Park. <br />Willenbring stated that the new configuration proposed for Silver Point Park requires <br />total removal of the hockey rink for summer use. He stated that Silver Point Park <br />improvements will begin in the fall of 1998 and final grading will be completed in the <br />spring of 1999. <br />Koehmop inquired if irrigation is planned for Silver Point Park. Hartman said this item <br />has not been discussed. <br />Wolff asked about the degree of slope on side banks and Willenbring responded that <br />they were considerably less than those at Central Park. Louiselle wondered about the <br />possible impact to surrounding residents. Jindra said that those issues will be discussed <br />at the public hearing on October 13. <br />Motion by Koehntop, second by Siggelkow, that the Parks Commission recommend <br />approval to the Council of the plans for Silver Point Park as presented by WSB & <br />Associates. <br />Motion carried unanimously. <br />VI. WATER TOWER PARK AND OVERALL CENTRAL PARK PLAN <br />Chair Jindra noted the following: <br />• the October 13`s Public Hearing on redevelopments at Silver Point and Central <br />Parks relating to flood mitigation <br />• the City council has given approval for the Water Tower Park and plans are for <br />spring construction <br />• vendors for park equipment should be contacted <br />• sub -committees be formed to develop plans and specifications needed for the <br />Water Tower Park <br />
