Parks Commission Meeting Minutes <br />November 13, 2000 <br />Page 4 <br />1 Jindra asked if the current shelter needs to be retained and retrofitted or if it would be cheaper to <br />2 tear it down and build new. Mr. Kost stated a portion of that shelter is useable so he believes it <br />3 would be more costly to demolish and build new. <br />4 Jindra asked Mr. Kost to present design concepts for the pavilion. Mr. Kost stated they have not <br />5 yet started those concept drawings. <br />6 Jindra asked if the trail could be relocated to allow a building addition on that side. Mr. Kost <br />7 stated that could be considered and explained the remodeling concept they have been looking <br />8 into. He noted that adding another module would allow a simpler transition from one season to <br />9 the next. <br />10 Mr. Hartman commented on the importance of considering the cost of maintenance. <br />11 Mr. Kost suggested he research what the costs would be to construct an addition versus starting <br />12 over. <br />13 Gebhardt asked if the play area could have wood chips rather than the rubberized mat if it were <br />14 located farther away from the wading pool. Mr. Kost stated that could be considered. <br />15 Jindra commented on the trend to get away from wading pools and, instead, have a water spray <br />16 play area. Mr. Kost reviewed the depths of the wading pool. Jindra stated it may save some <br />17 money to get away from the wading pool and have a spray area. Mr. Kost stated they did get a <br />18 cost for a fountain type feature which could be plumbed in at the beginning of the project and is <br />19 not a "pocketbook breaker." <br />20 During discussion, the Commission indicated support for two bathrooms, two stalls per <br />21 bathroom, use of darker earth -toned colors, gable roof design (which is more vandal resistant), <br />22 metal standing seam roof, combination of face brick and concrete block, and inclusion of a glass <br />23 block window feature. Mr. Kost was asked to prepare pictures of a building with a green roof <br />24 and a brown roof and to determine costs for demolition and new construction or an addition. <br />25 Koehntop asked about the possibilities for sound abatement from the skate park. Mr. Kost stated <br />26 a berm with plantings could be considered but cautioned that the issue of drainage must also be <br />27 addressed. Koehntop noted that a concrete skate park may be less noisy. He advised that this <br />28 park is highly used and stated he would appreciate consideration of sound abatement through a <br />29 berm and landscaping. <br />30 Jindra advised that police officers asked that the City consider installing a drinking fountain, <br />31 telephone, and bathroom at the skate park. The police officer had suggested use of the existing <br />32 warming house. Mr. Hartman stated that shelter is not ADA compliant and would have to be <br />33 retrofitted. <br />
