Parks Commission Meeting Minutes <br />April 10, 2000 <br />Page 3 <br />1 Mr. Hubmer stated that, through the public hearing process and prior neighborhood meetings, he <br />2 has been made aware of residents' concerns regarding lighting at Silver Point Park. In this re - <br />3 spect, Mr. Hubmer stated that once the Commission has arrived at a lighting plan, a <br />4 neighborhood meeting would be held and the plan would be presented to the residents. Mr. <br />5 Hubmer elaborated that the height of the lights as well as the lighting schedule would be of <br />6 particular concern to the residents. <br />7 Jindra inquired about the intensity of the lights, and Mr. Hubmer responded that the intensity <br />8 would vary. A light -intensity study would be performed, he stated. Jindra asked if the lights <br />9 could be focused more directly on the fields to alleviate possible annoyances to the residents. <br />10 Mr. Hubmer responded that option could be considered, but potentially could increase the cost of <br />I the total lighting system. <br />12 Jindra asked Mr. Hubmer for his opinion on the tentative date in May for the grand opening of <br />13 Silver Point Park. Mr. Hubmer stated that the park could be opened in May, but it would hinge <br />14 on the understanding that reseeding would most likely be done in the fall. Various discussion en - <br />15 sued amongst the Commissioners about the optimal date for the opening of the park in order to <br />16 allow the grass to take hold. <br />7 An official grand opening date of June 1, 2000 was discussed, with the option of allowing <br />18 younger children to utilize the fields after May 1. Jindra reminded the Commission that the next <br />19 meeting would be held on Monday, May 8, and details surrounding the grand opening would <br />20 need to be addressed. <br />21 Jindra thanked Mr. Hubmer and stated that the Commission is looking forward to discussing in <br />22 detail additional issues at the May 8, 2000 meeting. <br />23 VI. DISCUSS CENTRAL PARK REDEVELOPMENT. <br />24 Chair Jindra invited Bob Kost, BRW, Inc., to address the Commission regarding the Central Park <br />25 redevelopment project. Mr. Kost presented the site survey of the Park to the Commission, and <br />26 stated that the survey is 95% complete and he is awaiting additional information for the <br />27 completion of the survey. <br />28 In short, Mr. Kost expressed disappointment that there is less ground that originally anticipated. <br />29 Initially, Mr. Kost stated that there was believed to be approximately 1,022 feet from the edge of <br />30 the trail, and in reality, the survey indicated there was 990 feet. <br />31 Chair Jindra introduced Mr. Gary Palm. the Athletic Director for the High School, who was in <br />32 attendance at the meeting. Mr. Kost presented a sketch of the proposed redevelopment of Central <br />33 Park and reviewed the specifics of the drawing with the Commission and Mr. Palm. In <br />34 particular, Mr. Kost pointed out the location and sizes of the fields, potential grading that would <br />.5 be needed, the possible sloping of the land for water runoff, and the potential for a variety of uses <br />36 for the fields. <br />
