Parks Commission Meeting Minutes <br />April 12, 1999 <br />Page 2 <br />1 that 5 suppliers have been designated, and 5 designs will be presented for the specification to the <br />2 Commission for review and evaluation, and a decision would be required from the Commission <br />3 within the allotted time. He added this item was bid as an allowance. <br />5 Hartman asked whether the deadline of April 30, 1999 for the equipment specification is still <br />6 accurate. Kost confirmed this. <br />8 Wolff asked whether the July 19, 1999 opening date is realistic. Kost stated that date is <br />9 optimistic, but it will be the contractor's responsibility to meet the appointed deadlines. <br />10 <br />1 I Jindra asked whether the equipment specification information could bypass the contractor and be <br />12 communicated directly to Hartman. Kost stated he would bring this up at the pre -construction <br />13 meeting with the contractor. <br />14 <br />15 Kosciolek asked whether the preliminary engineer's estimate of $100,000 for playground <br />16 equipment is separate and does not include surfacing and other elements. Kost confirmed this, <br />17 and reviewed all costs including mobilization, tree clearance, survey work, excavation, sidewalk <br />18 construction, paving, painting, fencing, and surfacing. <br />19 <br />20 Kost stated that Wong will be the field person responsible for this project and will present a <br />I monthly construction report to the Commission. Wolff expressed concern that no trees be <br />22 removed which are not specified for removal. Wong stated trees will be designated by snow <br />23 fencing, and the plans will indicate this. <br />24 <br />25 Wolff asked for clarification with regard to the process. Kost stated the bids will be reviewed, <br />26 references checked, and a recommendation will be sent to Hartman for presentation at the City <br />27 Council meeting tomorrow. He added that if the Council approves the bid, design work will <br />28 commence and some construction work such as tree protection and removal, surveying, staking <br />29 and excavation, can take place immediately. <br />30 <br />31 It was noted by Hartman that at the same time construction work on the Water Tower Park will <br />32 be going on, work will also be occurring at the filtration plant; and, the School District <br />33 anticipates putting in a fire road and 8 inch water main on the east side of the water tower at the <br />34 same time. <br />35 <br />36 Wagner asked who will present the bids to the Council, and stressed the importance of explaining <br />37 additional costs to the Council. Kost stated that Wong will be present at the Council meeting to <br />38 answer questions and the additional costs are due to the late inclusion of a free-standing water <br />39 fountain and lighting. Jindra noted that the Council had expressed an interest in lighting, so <br />40 these plans reflect their wishes. <br />41 <br />2 Roadfeldt asked for clarification with regard to the freestanding water fountain which had <br />43 originally been planned as attached to the treatment plant. Kost stated the new plan provides <br />44 better handicapped access and is closer to the play area, and the plant building will not have to be <br />
