Parks Commission Meeting Minutes <br />April 12, 1999 <br />Page 4 <br />1 Hubmer stated the park lighting will be controlled by the City and should not be intrusive to <br />2 property owners. He added that new lighting will be an improvement over the existing lighting, <br />3 and lighting issues have not been addressed yet. <br />5 Hubmer stated the landscaping plan should screen out traffic noise from Highway 88 over time, <br />6 and a sledding area is planned for the park's southeast corner. <br />8 Hubmer stated a portable hockey system with removable boards is being considered, and an on - <br />9 site hydrant will allow for easy maintenance. <br />10 <br />11 Hubmer stated there will be no accessibility problems for emergency vehicles, police or fire <br />12 department vehicles, or NSP vehicles. <br />13 <br />14 Hubmer stated that the walking path will be an 8 -foot wide, bituminous pavement path as wood <br />15 chips are too difficult to maintain and do not provide good drainage. <br />16 <br />17 Hubmer stated there will be some play areas for younger children but the target age group has <br />18 always been children up to 13 years old. <br />19 <br />20 Hubmer stated that the Skrivseth's personal concerns relating to a pole near their yard and a <br />. i broken tree limb will be addressed as soon as possible. <br />22 <br />23 Jindra stated that she had spoken with the Skrivseth's and indicated to them that the Commission <br />24 would respond to their concerns. Hubmer agreed to draft a response letter for the Commission's <br />25 review. <br />26 <br />27 Jindra asked whether the trees which were removed by mistake are being replaced. Hubmer <br />28 stated that 4 trees were taken out and while 2 were marked on the plan for removal, 2 were not <br />29 marked. He added the contractor will replace 4 trees. Roadfeldt asked what kind of trees would <br />30 be planted. Hubmer stated the new trees will be autumn blaze maples which grow faster than red <br />31 maples. <br />32 <br />33 Wolff asked, on a different matter, whether the holding pond in Central Park will be as big as it <br />34 seems. Todd stated the size will be the same, but the slopes will not be as dramatic. He added <br />35 that the slopes will be seeded with regular grass, and the bottom will be planted with a wetland <br />36 mixture of native plants and flowers. He stated that same mix will be used in the holding pond <br />37 near the community center. <br />38 <br />39 VII. DISCUSS WATER TOWER PARK. <br />40 Andra expressed the importance of the Commission's role as representatives of the community <br />41 and as such must be responsible for selection decisions. She added that when bids went out for <br />2 the Water Tower Park, it was brought to her attention that the contractor would make all <br />43 decisions with regard to play equipment and the Commission would not be consulted. <br />44 <br />
