Parks Commission Meeting Minutes
November 9, 1998
Page 2
1 social held in June. Kost advised the next step toward providing public information will be to
2 have a physical survey completed with physical components of the park included, and present
3 design development of the project to the public.
5 B. Physical survey of site.
6 Hartman asked whether the physical survey of Central Park completed by WSB includes the
7 Water Tower Park site. Kost stated the survey initially done by WSB focuses on the park's north
8 side. He added due to weather constraints the survey would need to be started immediately.
9
10 Hartman asked whether the Water Tower Park site survey could be started now, with a survey of
11 the rest of the park completed in the spring. Kost confirmed this could be done, adding once the
12 survey is completed, equipment arrangements would need to be defined so vendors can be
13 notified. He stated the plans could be presented to the Planning Commission for approval, and
14 then presented to the public at a Parks Commission meeting 3 or 4 weeks before bids would go
15 out.
16
17 Kost advised the Commission to obtain another quote for the survey besides to assure fairness.
18 Wagner asked whether the Water Tower park site will be out of commission next year. Kost
19 stated the park will be usable.
I Kosciolek stated public involvement in the process through designated sub -committees focussing
22 on various aspects of park design and planning would increase public awareness and interest.
23 Jindra asked Kost for suggestions for committees with regard to public involvement.
24
25 Kost asked whether these subcommittees would be involved in planning for Central Park only,
26 adding the plans for Water Tower park site are Phase 1 of Central Park's renovation. Kost
27 confirmed the location and preservation of trees will be part of the survey.
28
29 Jindra stated she would follow up with Mike Morrison, City Manager, to determine whether a
30 physical survey had been ordered. She asked Kost for his input with regard to sub -committees
31 involving the community. Kost stated such subcommittees might not be necessary for Phase 1
32 since plans are already very definite. He added choices and options will be presented to the
33 Parks Commission by BRW.
34
35 Wolff stated a March date had been determined for ordering playground equipment. Jindra
36 stated playground equipment vendors have indicated prices will go up in 1999 but might extend
37 the lower 1998 prices into early 1999.
38
39 Kost suggested the Commission should decide on the location and configuration of playground
40 equipment after the physical survey is done, and then invite vendors to present products and
1 prices to the Commission.
