Parks Commission Meeting Minutes
September 14, 1998
Page 4
2 October 8, 1998 - Bid tabulations will be presented to Parks Commission and recommendation
3 will be requested for stock piling material in Central Park.
5 October 13, 1998 - Public Hearing on Silver Point Park and Central Park improvements to be
6 held at regular City Council meeting.
8 October 6 or 20, 1998 - School Board to take action on improvements in Central Park for storm
9 water storage area and stock pile location.
10
11 October 26, 1998 - Preconstruction meeting with Contractor will be held and construction begin.
12
13 Hubmer stated that one option may be the stock piling of material in Central Park which would
14 mean a savings of $200,000 to the City. Jensen asked whether the material could be sold rather
15 than closing down Central Park. He added that abandoned areas in the City might be potential
16 storage areas. He stated all alternatives should be pursued before stock piling in Central Park.
17
Hubmer stated Central Park is the best location for the material because the park will benefit
19 from the stock pile. He added the material would have to be moved twice if stored at an
20 alternative location.
21
22 Jensen expressed concern over the fact that all City parks would effectively be shut down if the
23 stock pile is located in Central Park. Hubmer stated the $150,000-200,000 in excavation savings
24 which the stock pile would create could be used for improvements to Central Park.
25
26 Kost suggested the presentation of stock piling as a separate bid option and delaying decision
27 until bids are presented. He added the issue is whether putting the park out of commission is
28 worth the cost savings. Jensen stated the Commission must be prepared for the questions which
29 will be raised by residents.
30
31 Siggelkow requested clarification with regard to the work to be put out for bids. Hubmer stated
32 the landscaping and ballfrelds will be subcontracted. He added the shelter building and lighting
33 will be a separate contract. Siggelkow asked whether the playground installation would be bid
34 out. Hubmer asked whether the Commission wished to salvage the play area, change the area or
35 add new equipment.
36
37 Wolff stated the play area should coordinate aesthetically with the rest of the park. Kost stated
38 the cost of salvaging the play area might be prohibitive. Andra requested an allowance be
19 included for new playground equipment.
- 40
