Parks Commission Meeting Minutes
September 9, 2002
Page 3
1 think there was any reason to not give the job to Thompson Homes.
2
3 Commissioner Gebhardt stated hopefully the DNR would give additional funds but her thoughts
4 kept going back to the City Council meeting where they were told there were not additional
5 funds for this project.
6
7 Chair Jindra asked if Mr. Forbrook thought Thompson Homes would negotiate the bid. Mr.
8 Forbrook stated he did not think there would be any negotiation. Mr. Hartman stated it was in
9 the City's best interest to get on with the project.
10
11 Mr. Zurbey stated that if they did move forward with the project, there would not be any skating
12 at the park until next year. Mr. Hartman stated this was true. Mr. Forbrook stated his
13 understanding was the project was contingent on the DNR providing funds for the project.
14
15 Commissioner Jensen asked whose responsibility it was to deal with the DNR. Mr. Hartman
16 stated it is Mr. Hubner from WSB but he could not be at the Parks Meeting.
17
18 Commissioner Jensen asked what they needed to do. Mr. Hartman stated it was a
19 recommendation to the City Council
20
2 Motion by Commissioner Wagner, second by Commissioner Hallada, to recommend to the City
22 Council to approve the revised bid for Silver Point Park and award the contract subject to a
23 meeting with the contractor regarding the revised contract price.
24
25 Motion carried unanimously.
26
27 Mr. Zurbey stated he thought Mr. Hartman should be at the City Council meeting to explain the
28 increase in funds.
29
30 Mr. Anderson stated Mr. Forbrook needed to find out the exact cost for winter building from
31 Thompson Homes and he was bothered with the increases from Thompson Homes. He asked
32 what the increase was for administrative fees. Mr. Forbrook stated it was $20,000. Mr.
33 Anderson stated that was too much because Thompson Homes knew they would not be building
34 the two projects at the same time.
35
36 Mr. Forbrook stated that Thompson Homes told him that they spent a lot of the cost at Central
37 Park and so they did not have enough to build the second project because it was being built at a
38 different time. Mr. Anderson stated he thought someone needed to talk to Thompson Homes and
39 tell them the increase was not acceptable.
40
41 Commissioner Gebhardt stated the issue with her was that a lot of people were not happy with
42 the progress so far.
43
44 Chair Jindra stated Mr. Hubner gave her additional information and he was not happy with
45 Thompson Homes so that was why she was asking all the questions.
