Planning Commission Meeting Minutes
April 9, 2001
Page 3
1
Chair Jindra inquired about the ventilation in the building. Ms. Olivier stated that the doors will
2
be vented, will have a vented window above them, and there will be vents across the back of the
3
building. Ms. Olivier indicated that the glass block could be turned into a smaller band to help
4
with the ventilation. She also said that they would focus on as much natural cross -ventilation as
5
possible.
6
7
Commissioner Zurbey asked if this building would be shut down and drained in the winter. Mr.
8
Hartman indicated that it would be shut down in the winter because it is not heated.
9
10
Chair Jindra asked if the building is designed to be too big. Ms. Olivier indicated that the
11
building could be reduced by about 3 feet, 8 inches, which would be achieved by eliminating the
12
permanent changing tables, and putting in the drop-down style. The Commission agreed that the
13
smaller size is better, and that putting in the drop-down changing tables is worth the financial
14
gain.
15
16
Ms. Skrivseth questioned the location of the path in relation to the building, and stated that the
17
building should not be in the way of the path because it poses a danger to the users. Ms. Olivier
18
stated it had not been determined where exactly the building would be in relation to the path, and
19
expressed her concern of going deeper into the hill, as kids may then have roof accessibility.
20
Commissioner Koehntop stated that the location of the building seems impractical.
Commissioner Gebhardt concurred, noting that there really is no good place for the building in
23
this park. The entire Commission agreed and indicated that they were relying on Ms. Olivier and
24
Todd Hubmer for their expertise.
25
26
Mr. Hartman suggested that a group of them re -visit the area to determine the best way to cut
27
back on the size of the building. Ms. Olivier suggested that they eliminate the storage,
28
mechanical and vending sections of the building plan, which would also allow better access to
29
the path.
30
31
Commissioner Zurbey suggested moving the drinking fountains outside, as well as heating the
32
building. Mr. Hartman interjected that they continue working on the existing plan, and then
33
make these changes. Mr. Hartman reminded the Commission that DNR funding is being used for
34
the project. He added that some room will be needed for storage.
35
36
The Commission agreed to set up a time to look at the site, now that the snow has melted.
37
38
Ms. Olivier continued her presentation with the Central Park Pavilion. She indicated that the
39
only change in the plan is in the space for the wading pool equipment.
40
41
Chair Jindra expressed concern over the lack of accessibility to the restrooms from the soccer
42
field, citing the inability for parents to watch their children. Ms. Olivier concluded that changing
them on the side of the soccer field would create the same problem on the other side by the
picnic pavilion.
45
46
Commissioner Zurbey mentioned the expense of putting in the new pool. He asked if the existing
