Parks Commission Meeting Minutes <br />November 10, 2003 <br />Page 3 <br />2 Mr. Halstengaard referenced the hockey rinks and expressed concerns regarding the gaps in the boards. <br />3 He explained that this could be a safety issues noting that sticks could get caught in the boards and cause <br />4 serious injury. Mr. Koechlien acknowledged Mr. Halstengaard's concerns and agreed that the quality of <br />5 the boards is very poor. He explained that they tried to address it this fall stating that they did not have <br />6 proper window due to the weather. He agreed that several boards should be replaced because they are <br />7 warped or twisted. He stated that they plan to stabilize and rebuild the slots. Mr. Halstengaard asked if <br />8 the rink would be safe to use. Mr. Koechlien stated that he would prefer that it not be open in its present <br />9 condition. <br />10 <br />11 Chair Jindra stated that in a discussion last summer Mr. Koechlien mentioned a problem between URS <br />12 and Veit noting a suggestion to install a type of plastic for protection. She asked if this was a still a <br />13 possibility or if there were other short-term options that could be considered. Mr. Koechlien stated that <br />14 they did consider the plastic noting that it would need a strong, flat support. He stated that they have <br />15 also considered plywood adding that the plywood could be pulled apart. <br />16 <br />17 Commissioner Jenson asked if there was something they could do for at least the year. Mr. Koechlien <br />18 stated that they could utilize inexpensive plywood if necessary. <br />19 <br />20 Chair Jindra expressed frustration stating that the City has planned, all along, to have this park open for <br />winter sports. She reviewed her concerns and asked if this was a unique situation or a true safety issue. <br />22 She asked Mr. Koechlien to look into the possibility of utilizing the plywood for the hockey rink for this <br />23 year. Mr. Koechlien explained that there are always gaps in certain areas adding that the present <br />24 situation is bad. He stated that the gaps are large adding that he would look into the plywood and update <br />25 the Commission. <br />26 <br />27 Public Works Director Hartman explained that at this point they could possibly do something <br />28 temporarily between the posts adding that they would have to verify Veit's schedule. Mr. Koechlien <br />29 agreed and reviewed construction timeframe with the Commission. He explained that it would require <br />30 two to three weeks for construction, which would take them into December. He further explained that <br />31 the weather could cause issues and delays. <br />32 <br />33 Public Works Director Hartman stated that their goal is to be open for the winter season. He stated that <br />34 he would like to meet with Mr. Koechlien and Veit to determine what they could do to get them through <br />35 the winter season. <br />36 <br />37 Mr. Halstengaard stated that this would be a wonderful area for the Community once the complex is <br />38 completed. He stated that the fields and grass are fantastic adding that the Park would provide a great <br />39 service to the Community. He referenced a recent discussion at a Sports Boosters meeting regarding the <br />40 number of teams using the fields. He stated that there are five teams that use the 90 -foot bases and four <br />41 teams that use the 75 -foot bases. He stated that there is a need in the northwest field area for a 75 -foot <br />47 base field. He reviewed the usage with the Commission noting that the suggestion for separate fields <br />would really help them to address this issue. He stated that they are very pleased with the results so far <br />44 adding that they are very excited about using the fields and park services. <br />45 <br />
