City Council Regular Meeting Minutes <br />July 23, 2019 <br />Page 3 <br />1 Officer Villanueva stated she is excited for the opportunity to serve the community of St. <br />2 Anthony. <br />3 <br />4 Mayor Faust welcomed CSO Villanueva to the Police Department. <br />5 <br />6 Councilmember Stille asked for details about the burglary on July 14. Chief Mangseth stated it <br />7 was a burglary in progress and officers responded. A resident had witnessed two men entering a <br />8 home. Mutual aid was called from local departments and this was brought to a safe close without <br />9 incident. Both were charged by Hennepin County Attorney's Office. Chief Mangseth encouraged <br />10 residents, if they see something, to call 911. <br />11 <br />12 III. CONSENT AGENDA. <br />13 <br />14 A. Approve July 9, 2019, Council meeting minutes; <br />15 B. Licenses and permits; and, <br />16 C. Claims; <br />17 <br />18 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve the Consent <br />19 Agenda items. <br />20 <br />21 Motion carried 4-0. <br />22 <br />23 IV. PUBLIC HEARING — NONE. <br />24 <br />25 V. REPORTS FROM COMMISSION AND STAFF — NONE. <br />26 <br />27 VI. GENERAL BUSINESS OF COUNCIL. <br />28 <br />29 A. Resolution 19-058; a Resolution Approving Issuing a Negative Declaration of Need for <br />30 an Environmental Impact Statement for the Silver Lake Village Multifamily <br />31 Redevelopment Project. <br />32 <br />33 City Engineer Messner reviewed the resolution with the Council and indicated that an <br />34 Environmental Assessment Worksheet (EAW) is a statutorily required document for large <br />35 projects that provides analysis about a project's impacts to specific environmental, water <br />36 resource, transportation and other impacts. Mr. Messner reviewed the proposed property as the <br />37 redevelopment of the WalMart Site. The analysis in an EAW is used to determine if an <br />38 Environmental Impact Statement (EIS) is required for a proposed project. An EIS is required for <br />39 a project with "potential for significant environmental effects". An EIS provides more <br />40 information only about the potentially significant environmental impacts for the categories that <br />41 the EAW identified as potentially being significantly impacted by the project. Any categories not <br />42 covered in an EAW would also not be covered in an EIS. <br />43 <br />44 City Engineer Messner continued an EAW or EIS is not a means to approve or disapprove a <br />45 project. These documents provide information to inform an approval or denial decision at a later <br />46 date. Once an EAW or EIS is completed, a project can proceed to the land use review process <br />
