Police <br />3 Lieutenant Diegnau indicated it has been close to eleven years and before that, St. Anthony <br />4 Police was involved in the Safe and Sober Campaign. <br />5 <br />6 Councilmember Stille stated the entire cost of the program is $688,000 and wondered what <br />7 reimbursement St. Anthony will receive. Police Lieutenant Diegnau explained St. Anthony's <br />8 share will be $37,400 and is distributed among the eleven agencies due to size. He noted the <br />9 $688,000 is not St. Anthony's cost, that is the overall grant amount. <br />10 <br />11 Councilmember Stille thought this was really focused on safety, education, enforcement and <br />12 training. Police Lieutenant Diegnau indicated that was correct. <br />13 <br />14 Mayor Faust indicated the $37,400 is not coming out of the City's budget. He saw this as much <br />15 more than an enforcement program. <br />16 <br />17 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 19- <br />18 068; a Resolution Authorizing Mayor and City Manager to Approve Toward Zero Deaths Grant. <br />19 <br />20 Motion carried 5-0. <br />21 <br />22 Mayor Faust asked Police Lieutenant Diegnau for information on the law regarding school buses. <br />23 Police Lieutenant Diegnau reviewed the law with the Council. <br />24 <br />25 D. Ordinance 2019-09; an Ordinance Amending Multiple Sections of Chapter 111 of the <br />26 Tobacco Ordinance to Raise the Minimum Age to Purchase to 21 (2nd of 3 readings). <br />27 <br />28 City Manager Casey reviewed the ordinance with the Council and indicated it would raise the <br />29 age from 18 to 21 to purchase tobacco products within the City of St. Anthony. This is the <br />30 second of three readings required, the final reading is scheduled for October 8, 2019 and if <br />31 approved, the amended ordinance would subsequently be published and take effect immediately. <br />32 <br />33 City Manager Casey indicated the City has received letters of support from the American Heart <br />34 Association, Hennepin County Public Health, The Association of Non -Smokers Minnesota and <br />35 the Minnesota Public Health Association. <br />36 <br />37 Julie Philbrook explained she is a St. Anthony resident, nurse, and mother to an eleventh grader <br />38 at the high school. She was at the meeting to ask the City Council to support the ordinance that <br />39 would prohibit the sales of any nicotine tobacco containing product to anyone under 21. She <br />40 stated according to the 2015 Institute of Medicine report, ninety percent of people who use <br />41 tobacco start before the age of 18. She noted she lost two family members to smoking related <br />42 lung cancer, both her father and sister-in-law started smoking at the age of fifteen. With the <br />43 addition of vaping, now people can inhale the chemicals with little detection by teachers and <br />44 parents. Young people in St. Anthony are vaping and with alarming news with over 530 cases of <br />45 severe lung damage and nine deaths. She stated the City needs to act now to minimize the <br />46 chances that these kids still developing brains and lungs are not permanently damaged. The <br />
