She urged St. Anthony to take a proactive step to help limit the access of <br />3 these harmful products to people under the age of 21 by passing this ordinance. <br />4 <br />5 Jaime Martinez explained he is wearing two hats; one is he has lived in the City of St. Anthony <br />6 Village for nineteen years and has also participated as an election judge for the City. He is also <br />7 representing the Minnesota Public Health Association. He indicated he has worked in public <br />8 health for almost thirty years and part of that time was spent at the Hennepin County Community <br />9 Health Department. He has also been at Clearway Minnesota, the foundation created from the <br />10 tobacco settlement. He noted he has been involved in tobacco and alcohol policy for many years <br />11 and is also co-chair of the Health Equity Committee with the organization. The association is <br />12 very committed to creating a healthier Minnesota through effective public health and practice of <br />13 engaged citizens. Their vision is to be an active, independent voice for public health in <br />14 Minnesota. The organization is made up of 400 members Statewide and has been around since <br />15 1907. He thought raising the age to 21 is a preventative effort to reduce the use of commercial <br />16 tobacco products by young people and prevent young people from either becoming addicted to <br />17 the product or incurring the resulting diseases that can come from smoking and premature death <br />18 as well. <br />19 <br />20 Motion by Councilmember Randle, seconded by Councilmember Gray, to approve second <br />21 reading of Ordinance 2019-09; an Ordinance Amending Multiple Sections of Chapter 111 of the <br />22 Tobacco Ordinance to Raise the Minimum Age to Purchase to 21. <br />23 <br />24 Councilmember Jenson thanked Staff for providing all of the different ways tobacco can be <br />25 consumed and the forms it can take. <br />26 <br />27 Councilmember Stille mentioned this is the second reading and the Council could have waived <br />28 the second and third readings and got this through sooner. However, the Council talked about it <br />29 and determined it was an educational piece and the most democratic way to do this. <br />30 <br />31 Motion carried 5-0. <br />32 <br />33 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />34 <br />35 City Manager Casey reported that Thursday, September 26th there will be a Smart Salting <br />36 Training for property managers from 9:00am-1:00pm. They are working in partnership with the <br />37 Rice Creek Watershed District. He also showed a video that was produced from the Ecofest. <br />38 <br />39 Mayor Faust noted the City of St. Anthony Village was one of twelve cities invited by the <br />40 Commerce Department to have a presentation or day at the State Fair. This was a great honor for <br />41 the elected officials and is all Staff initiated. <br />42 <br />43 Councilmember Gray stated he attended the Coffee with the Council last Saturday at City Hall. <br />44 There were some good discussions. He indicated the City continues to have these on the third <br />45 Saturday of every month and encouraged residents to attend. He noted he also attended the <br />46 Worksession last night which was a combination with the Planning Commission. <br />
