City Council Regular Meeting Minutes
February 11, 2020
Page 3

City Manager Casey reviewed the resolution with the Council and indicated the City is being
asked to agree to this Amendment. This Amendment reflects that the retail properties (and not
residential) in Silver Lake Village should continue to have the obligation to maintain portions of
39th Avenue adjacent to the retail areas. By executing the Amendment, the City continues to
have the right to assess the remaining retail properties if the need ever arises.

Councilmember Jenson asked if this is referring to all of the areas that run parallel to the retail
buildings that run adjacent to the sidewalk areas and the parking stalls but not the street itself.
City Manager Casey indicated that was correct. This is only regarding the retail locations. He
noted the City is not waiving any additional risk or liability with this and the City still has the
ability to assess.

Mayor Stille asked if anyone in the audience wished to speak on this item. No one responded.

Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution
20-0012; a Resolution Amending the City of St. Anthony's Street Maintenance Agreement.

Motion carried 5-0.

B. 2020 Planning Commission Work Plan
City Planner Stephen Grittman reviewed the 2020 Planning Commission Work Plan with the
Council.

Councilmember Jenson thought there were many different topics built into the workplan and is
very extensive, much more extensive then previous years and he wanted to compliment City
Planner Stephen Grittman team on compiling the list of activities.

Mayor Stille indicated many of these items are forward looking and things change constantly in
this world. He noted this workplan will be posted for the residents to look at.

Motion by Councilmember Webster, seconded by Councilmember Jenson, to accept the Planning
Commission's 2020 Work Plan.

Motion carried 5-0.

C. Resolution 20-013; a Resolution Approving a Wine/Strong Beer License for Carbone's
Pizzeria located at 2700 39th Avenue NE.

City Manager Casey reviewed the resolution with the Council and indicated that staff has
completed background checks and is recommending approving the Wine/Strong Beer License.

Councilmember Jenson thought this request was quite similar to other restaurants in the area that
have beer and wine sales. City Manager Casey indicated that was correct.
