City Council Regular Meeting Minutes <br />February 11, 2020 <br />Page 4 <br />1 Mr. Christian, Carbone's Pizzeria, along with his partners thanked the City for hearing this <br />2 today. He indicated Carbone's Pizzeria is in Silver Lake Village and recently remodeled in the <br />3 dining room and hope to serve beer and wine soon. He noted his business does catering as well. <br />4 <br />5 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution <br />6 20-013; a Resolution Approving a Wine/Strong Beer License for Carbone's Pizzeria located at <br />7 2700 39th Avenue NE. <br />8 <br />9 Motion carried 5-0. <br />10 <br />11 D. Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City Code concerning <br />12 access to multi -family house structures by United States Census Bureau Employees. <br />13 <br />14 City Manager Casey reviewed the resolution with the Council and indicated that the City is <br />15 partnering with the State of Minnesota Demographer's office to ensure a complete count in the <br />16 2020 Census. <br />17 <br />18 Councilmember Randle asked upon access to the multi -family housing, is this a one-time <br />19 approach or will it continue to come back on multiple occasions. City Manager Casey indicated <br />20 he was not sure how many times it will be but in order to achieve their goal and the goal is to be <br />21 able to have this done electronically. Follow ups will be done with those that were not done <br />22 electronically and there is a certain point where the Census Bureau will stop coming around. <br />23 <br />24 Councilmember Randle indicated he has always wondered how accurate the Census counts were. <br />25 <br />26 Councilmember Webster appreciated City Manager Casey bringing this issue to the Council. <br />27 One of the other undercounted groups known is families with children birth to age five and in <br />28 2018 when the birth data was looked at for all of the babies born in St. Anthony, fifty-five <br />29 percent of the babies born were to families who live in apartment communities. She appreciated <br />30 the support and thought this will benefit the entire community. <br />31 <br />32 Mayor Stille indicated this is exacerbated by the fact that St. Anthony does have a lot of multi- <br />33 family housing and that is the type of housing and residents, people who occupy multi -family <br />34 housing are the ones that are most likely to be undercounted. <br />35 <br />36 Mayor Stille asked if there was anyone in the audience wishing to speak. No one came forward. <br />37 <br />38 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the first <br />39 reading of Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City Code <br />40 concerning access to multi -family house structures by United States Census Bureau Employees. <br />4I <br />42 Motion carried 5-0. <br />43 <br />44 E.
