City Council Regular Meeting Minutes <br />March 10, 2020 <br />Page 8 <br />1 Councilmember Randle indicated he was still a little confused and asked if the assessments were <br />2 upcoming street projects. Mr. Casey explained that was correct. That will be for this year's <br />3 project that the Council approved the financing for. <br />4 <br />5 Councilmember Webster thanked Mr. Messner and staff for looking at this policy. She thought <br />6 looking at it through the lens of usage per lot made sense. <br />7 <br />8 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution <br />9 20-027; a Resolution Amending the City of St. Anthony's Assessment Policy. <br />10 <br />11 Mayor Stille thought this was fair and equitable and this allows the benefactors of the road <br />12 improvement project to be assessed in an equally fair and equitable process. He appreciated the <br />13 effort by the City Manager for bringing this forth. <br />14 <br />15 Motion carried 5-0. <br />16 <br />17 F. Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City Code concerning <br />18 access to multi -family house structures by United States Census Bureau employees. <br />19 <br />20 City Manager Casey reviewed the ordinance with the Council and indicated that this is the third <br />21 and final reading and adoption. <br />22 <br />23 Motion by Councilmember Webster, seconded by Councilmember Randle, to waive third and <br />24 final reading and adopt Ordinance 2020-01; an Ordinance Amending Chapter 150 of the City <br />25 Code concerning access to multi -family house structures by United States Census Bureau <br />26 employees. <br />27 <br />28 Motion carried 5-0. <br />29 <br />30 G. Resolution 20-028; a Resolution Approving Summary Publication of Ordinance 2020-01 <br />31 <br />32 City Manager Casey reviewed the resolution with the Council. <br />33 <br />34 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />35 20-028; a Resolution Approving Summary Publication of Ordinance 2020-01. <br />36 <br />37 Motion carried 5-0. <br />38 <br />39 H. Resolution 20-029; a Resolution Authorizing Participation in the 2020-2021 GreenCorp <br />40 Program. <br />41 <br />42 City Manager Casey reviewed the resolution with the Council. <br />43 <br />44 Mayor Stille acknowledged Mr. Casey as this takes a lot of effort by him. He noted the City <br />45 does not have a sustainability coordinator even though sustainability is important to the <br />46 community and is in the mission statement but Mr. Casey brings the kids along and help them to <br />
