He reviewed some elective training that the officers can 1 take. 2 3 Councilmember Walker asked if there is a way to find out how St. Anthony Police Department is 4 doing compared to other municipalities of same size and demographics. Chief Mangseth 5 explained it be more of a matter of looking at the City agency and statistics and then going to a 6 specific City of similar size and requesting their data and then doing a comparison. 7 8 Councilmember Webster thanked Chief Mangseth for sharing his reports. She thanked him for 9 partnering the Lights on Microgrants Program and offering the repair vouchers. She also 10 thanked the Police Department for partnering with Diversion Solutions. She asked for more 11 information on some of the bias training that the officers undertook. Chief Mangseth reviewed 12 the training programs with the Council. 13 14 Councilmember Jenson stated regarding the Train the Trainer Training, his experience in that 15 with working in the corporate world, when you have to go and learn something and then in turn 16 train someone else the effectiveness of what you have learned is much more enhanced and really 17 expands your bandwidth in how you go about training additional people. He compliments the 18 Chief on that process and for doing that. 19 20 Mayor Stille thanked Chief Mangseth for the presentation and wished he could make all of the 21 residents read the report because the residents would then find a well thought out and sincere 22 message and a lot about the City’s officers. He read a paragraph from the presentation that he 23 thought really ties the Police Department all into the City. He indicated the paragraph really 24 struck him and what the City is trying to do and transcends down to training. He stated the 25 booklet talks about training and the four pillars of procedural justice and ties those in. Fairness, 26 voice, transparency, and impartiality. He encouraged the residents to take a minute to look at 27 this document and see what is learned. He called out a few of the officers that contributed to 28 this. He explained it was an honor for him to sit in the Mayor’s chair today and offer the Police 29 Department the Council’s full support going forward and he thanked the Chief for all his hard 30 work and the City appreciates it. 31 32 Chief Mangseth indicated it is a privilege to lead that fine group, they are the boots on the 33 ground, the rubber that meets the road, these individuals are the ones that represent them in the 34 most positive way every day. 35 36 C. Resolution 20-048; a Resolution Extending Period of Local Emergency. 37 38 City Manager Casey reviewed the resolution with the Council and indicated that this resolution 39 would coincide with the State Local Emergency period. 40 41 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution 42 20-048; a Resolution Extending Period of Local Emergency. 43 44 Motion carried 5-0. 45 46 4
