He reviewed some elective training that the officers can 1 <br />take. 2 <br /> 3 <br />Councilmember Walker asked if there is a way to find out how St. Anthony Police Department is 4 <br />doing compared to other municipalities of same size and demographics. Chief Mangseth 5 <br />explained it be more of a matter of looking at the City agency and statistics and then going to a 6 <br />specific City of similar size and requesting their data and then doing a comparison. 7 <br /> 8 <br />Councilmember Webster thanked Chief Mangseth for sharing his reports. She thanked him for 9 <br />partnering the Lights on Microgrants Program and offering the repair vouchers. She also 10 <br />thanked the Police Department for partnering with Diversion Solutions. She asked for more 11 <br />information on some of the bias training that the officers undertook. Chief Mangseth reviewed 12 <br />the training programs with the Council. 13 <br /> 14 <br />Councilmember Jenson stated regarding the Train the Trainer Training, his experience in that 15 <br />with working in the corporate world, when you have to go and learn something and then in turn 16 <br />train someone else the effectiveness of what you have learned is much more enhanced and really 17 <br />expands your bandwidth in how you go about training additional people. He compliments the 18 <br />Chief on that process and for doing that. 19 <br /> 20 <br />Mayor Stille thanked Chief Mangseth for the presentation and wished he could make all of the 21 <br />residents read the report because the residents would then find a well thought out and sincere 22 <br />message and a lot about the City’s officers. He read a paragraph from the presentation that he 23 <br />thought really ties the Police Department all into the City. He indicated the paragraph really 24 <br />struck him and what the City is trying to do and transcends down to training. He stated the 25 <br />booklet talks about training and the four pillars of procedural justice and ties those in. Fairness, 26 <br />voice, transparency, and impartiality. He encouraged the residents to take a minute to look at 27 <br />this document and see what is learned. He called out a few of the officers that contributed to 28 <br />this. He explained it was an honor for him to sit in the Mayor’s chair today and offer the Police 29 <br />Department the Council’s full support going forward and he thanked the Chief for all his hard 30 <br />work and the City appreciates it. 31 <br /> 32 <br />Chief Mangseth indicated it is a privilege to lead that fine group, they are the boots on the 33 <br />ground, the rubber that meets the road, these individuals are the ones that represent them in the 34 <br />most positive way every day. 35 <br /> 36 <br />C. Resolution 20-048; a Resolution Extending Period of Local Emergency. 37 <br /> 38 <br />City Manager Casey reviewed the resolution with the Council and indicated that this resolution 39 <br />would coincide with the State Local Emergency period. 40 <br /> 41 <br />Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution 42 <br />20-048; a Resolution Extending Period of Local Emergency. 43 <br /> 44 <br />Motion carried 5-0. 45 <br /> 46 <br />4
