City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 4 <br />1 their other positions on the department. He reviewed some elective training that the officers can <br />2 take. <br />3 <br />4 Councilmember Walker asked if there is a way to find out how St. Anthony Police Department is <br />5 doing compared to other municipalities of same size and demographics. Chief Mangseth <br />6 explained it be more of a matter of looking at the City agency and statistics and then going to a <br />7 specific City of similar size and requesting their data and then doing a comparison. <br />8 <br />9 Councilmember Webster thanked Chief Mangseth for sharing his reports. She thanked him for <br />10 partnering the Lights on Microgrants Program and offering the repair vouchers. She also <br />11 thanked the Police Department for partnering with Diversion Solutions. She asked for more <br />12 information on some of the bias training that the officers undertook. Chief Mangseth reviewed <br />13 the training programs with the Council. <br />14 <br />15 Councilmember Jenson stated regarding the Train the Trainer Training, his experience in that <br />16 with working in the corporate world, when you have to go and learn something and then in turn <br />17 train someone else the effectiveness of what you have learned is much more enhanced and really <br />18 expands your bandwidth in how you go about training additional people. He compliments the <br />19 Chief on that process and for doing that. <br />20 <br />21 Mayor Stille thanked Chief Mangseth for the presentation and wished he could make all of the <br />22 residents read the report because the residents would then find a well thought out and sincere <br />23 message and a lot about the City's officers. He read a paragraph from the presentation that he <br />24 thought really ties the Police Department all into the City. He indicated the paragraph really <br />25 struck him and what the City is trying to do and transcends down to training. He stated the <br />26 booklet talks about training and the four pillars of procedural justice and ties those in. Fairness, <br />27 voice, transparency, and impartiality. He encouraged the residents to take a minute to look at <br />28 this document and see what is learned. He called out a few of the officers that contributed to <br />29 this. He explained it was an honor for him to sit in the Mayor's chair today and offer the Police <br />30 Department the Council's full support going forward and he thanked the Chief for all his hard <br />31 work and the City appreciates it. <br />32 <br />33 Chief Mangseth indicated it is a privilege to lead that fine group, they are the boots on the <br />34 ground, the rubber that meets the road, these individuals are the ones that represent them in the <br />35 most positive way every day. <br />36 <br />37 C. Resolution 20-048; a Resolution Extending Period of Local Emergency. <br />38 <br />39 City Manager Casey reviewed the resolution with the Council and indicated that this resolution <br />40 would coincide with the State Local Emergency period. <br />41 <br />42 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution <br />43 20-048; a Resolution Extending Period of Local Emergency. <br />44 <br />45 Motion carried 5-0. <br />46 <br />
