Animals 21 <br />2009 S-1 <br /> <br /> <br /> <br />§ 91.37 RUNNING AT LARGE PROHIBITED. <br /> <br />No owner or keeper of any dog or other domesticated animal may permit the animal to be at large <br />and must at all times keep the animal under physical restraint. An animal is deemed “at large” whenever <br />it is off the property of the owner or keeper and not under physical restraint. <br />(Am. Ord. 08-007, passed 12-8-2008) Penalty, see § 10.99 <br /> <br /> <br />§ 91.38 DROPPINGS. <br /> <br />It is the responsibility of the owner, keeper, or other person in control of an animal to clean up any <br />droppings of the animal and to dispose of the droppings in a sanitary manner. <br />(1993 Code, § 1205.04) (Am. Ord. 08-007, passed 12-8-2008) Penalty, see § 10.99 <br /> <br /> <br />§ 91.39 ENFORCEMENT AND IMPOUNDING. <br /> <br />Police officers or others designated by the City Manager will enforce the provisions of this <br />subchapter and the provisions of Minn. Stat. §§ 347.50 through 347.565 incorporated herein. A <br />violation of the provisions of Minn. Stat. §§ 347.50 through 347.565 shall also be a violation of this <br />subchapter. Any person with authority to enforce this subchapter, and will impound animals kept or <br />running at large contrary to this subchapter, and a.Any animal which is diseased, vicious, dangerous, <br />rabid, or exposed to rabies may be impounded. If the animal cannot be impounded without serious risk <br />to the person attempting to impound the animal, it may be killed immediately by a police officer or <br />other person designated by the City Manager. <br />(1993 Code, § 1205.05) (Am.
