City Council Regular Meeting Minutes <br />September 8, 2020 <br />Page 3 <br />1 <br />2 Mayor Stille explained this is only for people who use the yard waste feature. The City also has <br />3 a special arrangement with Ramsey County and Arden Hills to take the yard waste. He thought <br />4 the inflationary factors have been very minor. He thought this was very prudent. <br />5 <br />6 Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve Resolution <br />7 20-066; a Resolution Approving the Renewal of the Organized Collection Agreement for Two <br />8 Years until April 1, 2023. <br />9 <br />10 Motion carried 5-0. <br />11 <br />12 B. Ordinance 2020-02, Amending Chapter 9I Animal Control. <br />13 <br />14 Interim City Manager Yunker reviewed the Ordinance with the Council and indicated this is the <br />15 final reading and adoption. He noted he did follow up with the Post Office after the last City <br />16 Council meeting and there is not a reporting procedure for a dangerous dog with the post office <br />17 but they would appreciate a call from staff if one is designated as such. He noted staff will <br />18 handle that. If there are any delivery issues with a dangerous dog the post office asks residents <br />19 to contact them in order for them to handle it as well. <br />20 <br />21 Councilmember Jenson indicated someone had asked what would be considered a proper <br />22 enclosure. He indicated a proper enclosure per State Statute is defined as "Securely confined <br />23 indoors or in a securely enclosed and locked pen or structure suitable to prevent the animal from <br />24 escaping and providing protection from elements for the dog. A proper enclosure does not <br />25 include a porch, a patio or any part of house or garage or other structure that would allow the dog <br />26 to exit on its own volition or any house or structure in which windows are open or in which a <br />27 door or window screen are the only obstacles that prevent the dog from exiting". <br />28 <br />29 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve the Third <br />30 Reading and Adopt Ordinance 2020-02; an Ordinance Amending Multiple Sections in Chapter 9I <br />31 of the Animal Control Ordinance. <br />32 <br />33 Motion carried 5-0. <br />34 <br />35 C. Resolution 20-067; a Resolution Approving Summary Publication of Ordinance 2020-02. <br />36 <br />37 Interim City Manager Yunker reviewed the resolution with the Council. <br />38 <br />39 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution <br />40 20-067; a Resolution Approving Summary Publication for Ordinance 2020-02. <br />41 <br />42 Motion carried 5-0. <br />43 <br />44 VII.
