City Council Regular Meeting Minutes <br />September 22, 2020 <br />Page 2 <br />1 The City Council each read a section of the Night to Unite proclamation and Mayor Stille <br />2 proclaimed October 6, 2020 as Night to Unite. <br />3 <br />4 D. Fire Prevention Presentation. <br />5 Assistant Fire Chief Chris Fuller made a Fire Prevention presentation to the City Council. <br />6 <br />7 Councilmember Randle indicated he was in multi -family housing for thirteen years and <br />8 whenever an annual inspection came around the one thing noticed when checking out for <br />9 smoke detectors and CO detectors, he would normally find a third of them in people's <br />10 closets. He wondered what could be done about that because they did try to educate the <br />11 people and also tried to explain the importance of having a smoke detector up and <br />12 working, would it be feasible to try to educate the property owner a little bit more. <br />13 Assistant Fire Chief Fuller explained that would be the thing to do and what part of the <br />14 Emergency Fire Plan is intended to do. It will explain to the resident the function of the <br />15 smoke detector in the apartment. <br />16 <br />17 Councilmember Walker indicated there are planned and unplanned evacuation drills and <br />18 he imagined that the benefit of the unplanned drill will test a person's automatic pilot <br />19 reaction to a fire. He wondered what some other differences are between the two drills. <br />20 Assistant Fire Chief Fuller explained the reason for two evacuation fire drills. <br />21 <br />22 III. Resolution 20-068; a Resolution Approving the Hennepin County Residential Recycling <br />40 SCORE Grant Agreement Amendment. <br />41 <br />42 Interim City Manager Yunker reviewed the resolution with the Council. <br />43 <br />44 Mayor Stille asked what the typical arrangement the City has had in the past regarding this as far <br />45 as terms. Mr. Yunker explained he looked back, and this is usually a five-year term where things <br />
