City Council Regular Meeting Minutes <br />November 10, 2020 <br />Page 3 <br /> <br /> 1 <br />Finance Director Rueckert reviewed the ordinance with the Council and indicated that this is the 2 <br />1st of 3 readings. 3 <br /> 4 <br />Councilmember Webster thanked Ms. Rueckert for being intentional in looking at the water 5 <br />usage rates in the first quarter of 2020 and recognizing that the residents were asked to stay at 6 <br />home that impacted the first quarter and into the second quarter. She also appreciated the once a 7 <br />year plan that Ms. Rueckert has put in place to help make sure that the slow increases to the rates 8 <br />will eventually meet the City’s goal of covering the cost of living and not service. 9 <br /> 10 <br />Councilmember Randle indicated he noticed the increase, but it did not occur to him the Stay at 11 <br />Home Order during the first quarter. He also thanked Ms. Rueckert for explaining the increase. 12 <br /> 13 <br />Councilmember Jenson explained he liked the way the usage versus the distribution was divided 14 <br />out. 15 <br /> 16 <br />Mayor Stille thanked Ms. Rueckert for the presentation. He mentioned the stewardship and 17 <br />sustainability component that Ms. Rueckert does which comes with the tiered water rates. 18 <br /> 19 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve first reading 20 <br />of Ordinance 2020-03; an Ordinance Amending multiple sections relating to Sewer, Water, and 21 <br />Stormwater Fees and other Fees. 22 <br /> 23 <br />Motion carried 5-0. 24 <br /> 25 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 26 <br /> 27 <br />Interim City Manager Yunker reported that on the City website, on the main page there is a top 28 <br />bar for COVID resources. The City has added some information on the Ramsey County 29 <br />Landlord Assistance program. Staff received some information on the Census response rate and 30 <br />noted that the National average of sixty-seven percent response rate and Minnesota response rate 31 <br />is seventy-five percent. He thanked St. Anthony residents to help bring the State average up. He 32 <br />also thanked all of the election staff. 33 <br /> 34 <br />Councilmember Jenson stated he attended the Executive Committee for the Ramsey County 35 <br />Local League of Governments on November 5th where strategies to work with various Ramsey 36 <br />County public health organizations was discussed. 37 <br /> 38 <br />Councilmember Webster stated the St. Anthony Kiwanis approved their 2021 budget. That 39 <br />budget will help to establish priorities for areas in which to give and provide services for the 40 <br />year. The Chamber of Commerce in St. Anthony is hosting a meeting on November 11th in 41 <br />which members or any attendee can year directly from two small business owners in St. Anthony 42 <br />to learn how COVID has impacted small businesses. She noted on Thursday, November 12th 43 <br />there is a Community Services Advisory Council meeting and she indicated there is a meeting on 44 <br />November 11th for the St. Anthony Brighton Family Services Collaborative. She reviewed a few 45 <br />things that will be discussed. 46
