Parks and Environmental Commission Regular Meeting Minutes <br />September 14, 2020 <br />Page 3 <br /> <br />Tips on land stewardship grants are available from Hennepin County – Healthy Tree Canopy 1 <br />Grants and Minnesota Lawn to Legumes Grants. 2 <br /> 3 <br />Ms. Doolan reviewed the requests to the Parks and Environmental Commission: 4 <br />1. Take up a study on plastic bag ban in St. Anthony. 5 <br />2. Expand compost collection options. 6 <br />3. Call for environmental impact study for Central Park field changes. 7 <br />4. Prioritize improvements in biking and pedestrian infrastructure and connections. 8 <br />5. Develop a plan to deal with invasive species in parks and waterways. 9 <br />6. Advocate for Electric car charging and Nice Ride stations in St. Anthony. 10 <br />7. Install a walking path in Trillium Park. 11 <br />8. Participate in West Metro Cities Climate Action Conversations. 12 <br /> 13 <br />Ms. Doolan closed with the statement Our children’s future compels us to act quickly on our 14 <br />goals to build a resilient community. 15 <br /> 16 <br />Mr. Hartman asked how much the grant from Hennepin County was for the church and Ms. 17 <br />Doolan responded $3000. Ms. Doolan will send to Mr. Hartman the information on the 18 <br />canopy grant. 19 <br /> 20 <br />Ms. Palmer asked on the corner of Silver Lane and Silverlake Rd there is something for 21 <br />electric car charging. Ms. Doolan stated she is not aware. Mr. Hartman stated there was a 22 <br />request to put in the charging stations as part of the street reconstruction. These are for the 23 <br />residents. The developer of the new apartments will take care of charging stations for their 24 <br />residents. 25 <br /> 26 <br />Chair Bellinger asked about the volunteers for the Salo Park clean-up. Ms. Doolan stated 27 <br />Becky Smith and Cliff Weir have been the organizers for the cleanup. Mr. Hartman noted this 28 <br />is not City property and the City would not get involved with this cleanup. It is a City park 29 <br />maintained by the management team. 30 <br /> 31 <br />Commissioner Guest asked about Ms. Doolan’s thoughts on Trillium Park. 32 <br /> 33 <br />D. Friends of the Parks Update. 34 <br /> 35 <br />Ms. Lona Doolan reviewed there were discussions about putting in a demonstration gardens in 36 <br />Silver Point Park. The intention was to add more pollinator habitat. She showed a photograph 37 <br />of the area including the native plug planting, the bee lawn, and the pollinator seeds. The 38 <br />plantings were very successful. Ms. Palmer asked how many years it will take for the plants to 39 <br />be fully established. Ms. Doolan stated this is planned to be its own eco-system and will just 40 <br />need annual maintenance to cut down the plant matter. 41 <br /> 42 <br />Ms. Doolan stated the plantings at Trillium are maintained by the St. Anthony Village 43 <br />Gardeners. There is a lot of grass areas and trees have just been planted. Commissioner Guest 44 <br />suggested the outer ring is covered with flowers for 40% of the ring with the remaining being 45
