Resolution 21-044; a Resolution Awarding a Bid for the 2021 Street and Utility 14 <br />Improvements. 15 <br /> 16 <br />Mayor Stille opened the public hearing at 8:12 p.m. 17 <br /> 18 <br />Mr. Messner stated bids were opened for this project in February, 2021. Eleven competitive bids 19 <br />were received which ranged between $1,896,823.85 to $2,443,550.46. All bids were verified and 20 <br />the low bidder is Northwest Asphalt out of Shakopee, MN. 21 <br /> 22 <br />Mayor Stille closed the public hearing at 8:15 p.m. 23 <br /> 24 <br />Motion by Councilmember Webster, seconded by Councilmember Jenson, to adopt Resolution 25 <br />21-044; a Resolution Awarding a Bid for the 2021 Street and Utility Improvements. 26 <br /> 27 <br />Motion carried 5-0. 28 <br /> 29 <br />Mayor Stille referred to the Star Tribune article of April 19, 2021 featuring WSB and their 30 <br />training program focusing on bring women and people of color to the construction industry. 31 <br />Mayor Stille gave a shout out to Brett. 32 <br /> 33 <br />D. Resolution 21-045; a Resolution authorizing issuance, awarding sale, prescribing the 34 <br />form and details and providing for the payment of $3,100,000 General Obligation Street 35 <br />Reconstruction Bonds Series 2021A. 36 <br /> 37 <br /> Mayor Stille opened the public hearing at 8:20 p.m. 38 <br /> 39 <br />Mr. Keith Dahl, Ehlers and Associates, stated overall the sales today were phenomenal for the 40 <br />sale of $2.97 million. This was reduced from $3.1 million due the premium received. These 41 <br />bonds are being sold to fund the 2021 Street and Utility Improvements Projects as well as to 42 <br />refund the 2013 B Series General Obligation Bonds. The refunding will save the City $118,000 43 <br />over the next 8 years. On April 15, the Cities AA Rating with a Stable Outlook was noted. It is 44 <br />recommended to approve the sale of the bond to Northland Securities Inc. since they were the 45 <br />lowest bidder with true interest cost of 1.14% 46 <br />4
